Without prejudice to other sanctions that may apply, they shall be personally liable with their assets for losses caused to ICE, for their authorization of operations prohibited by law or contrary to the interests and objectives of the institution. Only those who record their dissenting vote shall be exempt from that responsibility. They shall be irremovable during the period of their office, except when there is just cause or some legal liability is declared against them that inhibits them from the fulfillment of their functions. Relations between the institute and the Executive Branch, in matters of telecommunications, shall be carried out through the Ministry of Science, Technology, and Telecommunications, and in matters of energy, shall be carried out through the Ministry of Environment and Energy, both through their heads of office.
(Thus reformed the preceding paragraph by Article 1 of Law "Transfer of the Telecommunications Sector from the Ministry of Environment, Energy and Telecommunications to the Ministry of Science and Technology," No. 9046 of June 25, 2012) The executive president shall be appointed for a period of four (4) years, starting from the beginning of the respective presidential term. The other members of the Board shall serve six (6) years in their functions; they shall be appointed one each year and may be re-elected. A person shall cease to be a member of the Board if they leave the country for more than two (2) months without the authorization of the Board, or with such authorization, if the absence is greater than nine (9) months, or, if they miss four (4) consecutive ordinary sessions without prior authorization. In these cases, the Board shall proceed to inform the Executive Branch, so that it designates another person for the remainder of the respective period.
