LINES OF ACTION AND TASKS OF THE STATE SECTOR DERIVED FROM THE PLAN OF ACTION FOR THE STRENGTHENING OF RESPONSIBLE PRODUCTION AND TRADE OF PINEAPPLE IN COSTA RICA 1. Adopt the best practices in soil use and conservation (uso y conservación de suelos), through the following tasks:
Tasks . The MAG, in coordination with INTA, DIGECA, SINAC, the Water Directorate of MINAE, SENARA, the local municipality, and A y A, will identify and share information on suitable areas for pineapple cultivation, within a maximum period of three years after the Executive Decree is officialized.
. The MAG, with the support of MINAE, will promote the use of agricultural machinery and appropriate implements for the preparation of soils dedicated to pineapple cultivation, within a maximum period of two years after the Executive Decree is officialized.
2. Consolidate PITTA-Piña1, through the following tasks:
1PITTA-Piña: Pineapple Agricultural Technology Research and Transfer Program, in which representatives from the state, productive, and academic sectors converge.
. The S.F.E., with the technical support of PITTA-Piña, INTA, D.N.E.A, the academic sector, the College of Agronomist Engineers, and F.L.N.C, will strengthen the Continuous Training Program on B.P.A. aimed at producers, municipalities, agrochemical marketers, plantation workers, and community organizations, within a maximum period of one year after the Executive Decree is officialized.
. INTA, will incorporate PITTA-Piña into the research and dissemination of knowledge and findings related to soil protection, within a maximum period of two years after the Executive Decree is officialized.
. The PITTA-Piña and the MAG, with the collaboration of the academic sector, will facilitate an improvement in the existing information dissemination, training, and technical assistance systems, adapting them to the general public and to small and medium pineapple producers, within a maximum period of three years after the Executive Decree is officialized.
3. Promote standards and reinforce the capacity of the pineapple sector to adopt the best practices in the use of agrochemicals, through the following tasks:
. The S.F.E., D.N.E.A., INTA, the Water Directorate of MINAE, SINAC, A y A, SENARA, DIGECA, and the M.S., with the support of the academic sector, will define and identify areas highly vulnerable to agrochemicals in pineapple cultivation areas, especially those with the presence of communities, water resources (recursos hídricos), and biodiversity, defining applicable mitigation measures (medidas de mitigación)2 for their use and in case of impact, within a maximum period of three years after the Executive Decree is officialized and the framework agreement established in Transitory III is signed.
2Mitigation measures will be defined in accordance with current regulations.
. The S.F.E. and D.N.E.A., with the participation of the College of Agronomist Engineers, A y A, the M.S., and the M.T.S.S., will continue their verification work of compliance with the recommendations and prohibitions of use indicated and registered for agrochemicals used in pineapple cultivation, within a maximum period of two years after the Executive Decree is officialized.
. The INA with the support of the S.F.E. and MINAE3 and the academic sector, will develop a Continuous Training Program for the persons in charge of applying agrochemicals in pineapple cultivation, within a maximum period of three years after the framework agreement established in Transitory III is signed.

. The INA, will establish4 a registry of persons trained5 for the application of agrochemicals, within a maximum period of three years after the framework agreement established in Transitory III6 is signed.

. The INA, will develop a homologation system for the training provided by companies in the sector, with the continuous training program for the application of agrochemicals, activities that are carried out through the accreditation and collaborating centers of INA, within a maximum period of three years after the framework agreement established in Transitory III7 is signed.

. The S.F.E., will develop the regulatory mechanisms aimed at establishing an accreditation for the use and application of pesticides in pineapple cultivation, within a maximum period of three years after the Executive Decree is officialized8.

. The S.F.E., the MAG, and the M.S., with the support of INTA and MINAE (DIGECA), will propose and implement coordination mechanisms at the national and regional level that facilitate the joint oversight of the use and control of agrochemicals in pineapple cultivation, within a maximum period of two years after the Executive Decree is officialized.
. The S.F.E., will verify the data present on the labels and leaflets of agrochemical products authorized for use in pineapple cultivation, and will request that manufacturing and/or formulating companies update said data, including relevant information for the application and measures to protect the environment and health, within a maximum period of one year after the Executive Decree is officialized.
. INTA, with the support of the S.F.E., the single window for pesticide registrations, the manufacturing and formulating companies of agrochemicals, PITTA-Piña, the academic and interested private sector, will establish a commission to recommend new molecules and alternative products, including biological and low-toxicity products, providing alternatives to old, high-toxicity and high-residuality molecules, once the Executive Decree is officialized.
.The S.F.E., with the support of DIGECA, the College of Agronomists, the MS, and the manufacturing and formulating companies of agrochemicals, will propose improvements to the mechanisms for granting permits and access to information on registered molecules, those in the process of registration, and new applications, facilitating information on the status of the application, missing requirements, and existing and required supporting documents, to the registering companies, within a maximum period of three years after the Executive Decree is officialized.
4. Promote integrated pest management and the eco-efficient9 use of inputs10 in the national pineapple sector, through the following tasks:
9Eco-efficient: refers to creating more goods and services using fewer resources and producing less waste and pollution.
10Includes fertilizers (abonos) and phytosanitary products (productos fitosanitarios).
.The PITTA-Piña, will coordinate, with the support of INTA and the S.F.E., a national program for integrated pest management11 and eco-efficient use of agrochemicals in pineapple cultivation, within a maximum period of three years after the Executive Decree is officialized.
11The National Program will include the necessary research to recommend and authorize alternative phytosanitary products (less toxic and with lower residuality) for the crop.
. The State Universities12, together with the private sector (academic13 and productive), will assess the viability of public-private initiatives for the alternative use of pineapple crop residues, with emphasis on energy production, without compromising the balance of organic matter in the soils, within a maximum period of two years after the framework agreement established in Transitory III is signed.

13Includes specialized academic centers such as the E.A.R.T.H University and the Tropical Agricultural Research and Higher Education Center (CATIE) .The S.F.E., INTA, and D.N.E.A., with the support of the academic sector and the single window for pesticide registration, will identify and promote the best practices for managing pineapple stubble (rastrojos), seeking alternatives to the use of Paraquat and burning, within a maximum period of three years after the Executive Decree is officialized.
5. Ensure that operating pineapple farms comply with the legal requirements, through the following tasks:
. The MINAE, with the support of the MAG and the Ministry of Health (M.S.), will study and propose mechanisms to verify that pineapple projects have the corresponding environmental diagnosis or environmental feasibility study (diagnóstico o viabilidad ambiental), within a maximum period of two years after the Executive Decree is made official.
14 Through the National Environmental Technical Secretariat (SETENA) . The Ministry of Labor and Social Security (M.T.S.S.), with the collaboration of the Occupational Health Council and Labor Inspection, the private sector, the MAG, and the S.F.E., will strengthen the transfer of existing materials on awareness and training in the area of occupational health, promoting best practices in this area, within a maximum period of one year after the Executive Decree is made official.
. The MAG and the S.F.E., together with DIGECA, the M.T.S.S., the M.S., the Environmental Comptroller’s Office (Contraloría Ambiental), and the T.A.A., will form an inter-institutional commission that will coordinate inspection at the national and regional level of agricultural activities, establishing protocols for each participating institution and facilitating the transfer of information between them and the inspected producers, within a maximum period of two years after the Executive Decree is made official.
15 The Ministry of Labor and Social Security already has an inspection protocol.
. The MAG and MINAE, with the support of SENARA and INTA, will propose mechanisms to SETENA and the T.A.A. to improve the response time to complaints and their follow-up, within a maximum period of one year after the Executive Decree is made official.
. The MAG, SETENA, the Water Directorate (Dirección de Aguas), the General Directorate of Transport and Fuel Commercialization of MINAE, and the M.S., with the collaboration of INTA, will establish the necessary mechanisms to raise awareness among producers about current regulations, unify criteria, and streamline the different procedures required for agricultural activity, within a maximum period of three years after the Executive Decree is made official.
16 Includes permits for agricultural drainage, works in watercourses (obras en cauce), discharge permits (permiso de vertidos), and water use concessions for wells, springs (nacientes), streams, and rivers, which are granted by the Water Directorate of MINAE.
. MINAE, with the collaboration of the MAG, will manage funds to develop a control and registry program for protection areas adjacent to producing farms, which will be updated at least every six months through the use of Geographic Information Systems, within a maximum period of three years after the Executive Decree is made official.
. The State Universities, with the support of P.N.U.D., will generate information on the costs and benefits of implementing environmental regulatory aspects and Good Agricultural Practices (B.P.A.) in the areas of water conservation, soil conservation, and biodiversity, to be used in the pineapple-producing regions, within a maximum period of one year after signing the framework agreement established in transitory provision III.
6. Promote spaces for dialogue, transparency, and accountability regarding continuous actions to improve the environmental and social performance of pineapple production in the country, through the following tasks:
. The MAG, with the support of the municipalities and community organizations (ADI and ASADAS), will foster spaces for dialogue so that communities, companies, and producers can exchange information about the impacts of the activity, their mitigation measures, Good Agricultural Practices (B.P.A.), and ongoing corporate social responsibility actions, to reduce potential conflicts, within a maximum period of two years after the Executive Decree is made official.
. The MAG, in coordination with MINAE (the Water Directorate, SETENA, the T.A.A., and SINAC), with the support of the productive sector, international cooperation, and buyers, will establish a Public Information System on land use and compliance with legislation at the farm level, including information on crop cover (cobertura del cultivo), protected areas, bodies of water, judicial rulings for non-compliance with legislation, and certifications, within a maximum period of three years after the Executive Decree is made official.
17 Includes individual producers, chambers, associations, cooperatives, consortia, and any other legally constituted organization related to the production or marketing of Costa Rican pineapple.
7. Promote measures so that the pineapple sector addresses the impacts of climate change, through the following task:
. The MAG, with the support of the D.C.C. and the I.M.N. of MINAE, the private sector, the academic sector, and buyers, will conduct an analysis of the vulnerability and possible mitigation and adaptation measures of pineapple production to climate change, within a maximum period of three years after the Executive Decree is made official.
8. Identify, propose, and establish financial incentives to promote the adoption of Good Agricultural Practices (B.P.A.) and the strengthening of small and medium-sized producers in the pineapple sector, through the following tasks:
. The MAG, with the cooperation of the Development Banking System, other entities in the financial sector, and interested private sector parties, will identify and design credit options that stimulate the application of Good Agricultural Practices (B.P.A.) and environmental aspects in pineapple production, informing sector entrepreneurs about the available options (endorsements, guarantees, requirements), within a maximum period of one year after the Executive Decree is made official.
. The MAG, together with PROCOMER, will support organizations or consortia of small and medium-sized enterprises (CoopePiña, R.L, Agronorte and CoopePropigua, R.L., among others), in the development and establishment of payment protection mechanisms and joint purchases of inputs that reduce production costs and risks of non-payment for the exported product, for small and medium-sized producers, within a maximum period of one year after the Executive Decree is made official.
18 Payment protection mechanisms (Mecanismos de protección de pagos): Refers to the set of mechanisms that guarantee payment to producers by buyers in the country and abroad.
19 Includes the implementation of Good Agricultural Practices (B.P.A.) and socio-environmental regulatory aspects.
. The MAG and the D.G.T.D., with the support of academia, NGOs, and the interested private sector, will identify the existing economic incentives in national legislation that promote responsible production, continuously disseminating this information among producers, with emphasis on medium-sized and small entrepreneurs, within a maximum period of one year after the Executive Decree is made official and the framework agreement established in transitory provision III is signed.
. The MAG, with the support of the INA and PROCOMER, will incorporate actions to strengthen group and negotiation capacities in organizations of small and medium-sized pineapple producers in order to improve their performance (economic, social, and environmental), within a maximum period of one year after the Executive Decree is made official.
9. Create a working group on the differentiation of pineapple in national and international markets, through the following task:
. The MAG and the S.F.E., with the support of PROCOMER, the interested private sector, and buyers, will create a working group to promote forms of differentiation for pineapple in national and international markets, with the aim of improving the environmental and social performance of the crop, increasing the competitiveness of small and medium-sized producers in the sector, within a maximum period of three years after the Executive Decree is made official.
20 Includes certifications under different environmental, social, and origin standards that can contribute to differentiating Costa Rican pineapple from the product of other countries.
10. Promote the identification of impacts of pineapple production on the water resources of communities adjacent to plantations, through the following tasks:
. The A y A, in collaboration with the ASADAS, the interested private sector, pineapple buyers, and in coordination with the ADI, will actively participate in the protection of recharge areas (áreas de recarga), aquifers (acuíferos), and springs (manantiales), immediately upon signing the framework agreement established in transitory provision III.
21 Recharge areas (Áreas de recarga): are those land areas, including bodies of water, where water infiltrates the soil, maintaining and/or increasing the saturated zone of the aquifer. The A y A, in collaboration with the ASADAS, the private sector, and interested buyers, on a voluntary basis and with the technical advice of the L.N.A - A y A, the M.S., and the Water Directorate, will design and implement monitoring and control systems for the presence of agrochemicals in water, with emphasis on drinking water for vulnerable areas adjacent to pineapple plantations, immediately upon signing the framework agreement established in transitory provision III.
11. Stimulate organic pineapple production in the country, through the following task:
. The National Organic Agriculture Program of the MAG, with the support of MAOCO, organic producers, S.P.A.-EOSTA, the Chamber of Organic Producers and Exporters, buyers, and the academic sector, will formulate and implement a development plan for small and medium-sized enterprises in the organic sector that includes aspects of representation, market potential, balanced production increase, and professionalization thereof, within a maximum period of three years after the Executive Decree is made official.
