(Note from Sinalevi: By Article 1 of Law N° 10127 of February 9, 2022, a total area of ninety-four thousand thirty-two square meters (94,032 m2) was segregated from the Corredor Fronterizo National Wildlife Refuge (Refugio Nacional de Vida Silvestre Corredor Fronterizo), created by Executive Decree 22962-MIRENEM of February 15, 1994, amended by Executive Decree 23248-MIRENEM of April 20 of the same year, and located on the dividing line between the Republics of Costa Rica and Nicaragua, according to the topographic survey mentioned below.
The total area to be segregated is divided into two sub-areas located between points one and ten and one and twenty-eight, respectively, of the tables detailed below:

AREA OF LOT 1: 1 hectare 551 square meters (ten thousand five hundred fifty-one square meters), according to cadastral plan 2-1792702-2015, registered with the Catastro Nacional (National Cadastre) on January 6, 2015.
AREA OF LOT 2: 8 hectares 3,481 square meters (eighty-three thousand four hundred eighty-one square meters), according to cadastral plan 2-1792432-2014, registered with the Catastro Nacional (National Cadastre) on December 19, 2014.
The coordinates indicated in the plans and in the foregoing tables were defined in accordance with the Technical Report of the Instituto Geográfico Nacional, IGN-RN- 0432-2014, of November 17, 2014.
These values are tied to the CRTM05 coordinate system, referenced to the WGS-84 reference ellipsoid, of the Instituto Geográfico Nacional of Costa Rica." In accordance with Article 2 of the aforementioned law, the segregated area shall be destined for the operation and functioning of a land border post (puesto fronterizo terrestre), in facilities duly equipped to provide services related to the entry, exit, and transit of persons, vehicles, and goods.
The administration and ownership of the segregated land shall correspond to the Ministry of Foreign Trade (Ministerio de Comercio Exterior), an entity that, within the framework of the Border Integration Program (Programa de Integración Fronteriza), shall build the new facilities and, via an interinstitutional agreement (convenio interinstitucional), assign their use to the institutions and agencies that provide services related to the entry, exit, and transit of persons, vehicles, and goods.
The management and operation of the facilities located in the segregated area shall be in charge of an administrative management, composed of the Ministry of Foreign Trade (Ministerio de Comercio Exterior), the entity in charge of the sustainability of the border post, and the Ministry of Finance (Ministerio de Hacienda), regarding interinstitutional coordination.
Sustainability shall be understood as the construction, commissioning, operation, expansion, remodeling, and preventive and corrective maintenance of the facilities, the payment of indivisible services associated with the facilities, and the implementation of trade facilitation measures. To fulfill these purposes, the Ministry of Foreign Trade (Ministerio de Comercio Exterior) shall have:
- a)the human resources required, for which it is guaranteed that it will have the necessary positions, including the creation of new positions and the ability to also use positions created for such purposes that become vacant; and b) the resources received by the Ministry of Finance (Ministerio de Hacienda) under Article 4 of Law 9154, as established in the law, and transfers from other institutions or public entities and those resources resulting from national or international financial collaboration.
Furthermore, the institution holding title to the land is empowered to cede the rights of use and usufruct to securitization trusts (fideicomisos de titularización), investment funds (fondos de inversión), or similar figures; the foregoing, should it be deemed necessary or convenient for the construction, remodeling, expansion, maintenance, and/or operation of the infrastructure works required for the functioning of the border post.)
