Whereas:
strengthening of the conservation and sustainable use of genetic, natural, and cultural heritage, based on territorial and marine planning carried out through coordinated participation that ensures respect for, exercise of, and enjoyment of human rights. It also establishes a Program aimed at the Development of the Río Grande de Térraba Basin, hereinafter the Basin.
The lower portion of the Basin merges with other sub-basins, resulting in a channelization process at its outlet, where the Térraba-Sierpe wetland is located.

THE ESTABLISHMENT OF THE HIGH-LEVEL COMMISSION FOR THE DEVELOPMENT PROGRAM OF THE RÍO GRANDE DE TÉRRABA BASIN.
Deputy Minister whom the Minister designates.
The purpose of the High-Level Commission shall be to coordinate and support implementation of the “Programa de Desarrollo de la Cuenca Río Grande de Térraba,” hereinafter THE PROGRAM, which shall have a Technical Secretariat responsible for carrying out all actions necessary to fulfill its purpose.
Through its coordinator, the High-Level Commission may, whenever it deems appropriate, request technical support from public universities depending on the subject matter to be addressed.
It shall be composed of officials designated by the head of each institution, as follows:
a. Prepare and design the content of the Program, together with its respective projects, budgets, and institutions responsible for its effective implementation, and submit it for approval by the High-Level Commission.
b. Prepare the road map for implementation of the Program.
c. Monitor implementation of the Program approved by the High-Level Commission.
d. Coordinate with water users, municipalities, and State institutions, as well as with communities in general and civil-society organizations, actions related to water use and utilization, in accordance with the Program.
e. Ensure appropriate intersectoral and interinstitutional coordination for the implementation and monitoring of the Program and road map.
f. Coordinate the technical, administrative, and financial activities of the High-Level Commission.
g. Evaluate and report quarterly to the High-Level Commission on the progress of the activities, works, and projects contemplated in the Program.
h. Ensure that the projects comply with the applicable regulations and directives.
i. Conduct periodic inspections and prepare the corresponding official record (acta) in order to verify the progress of the actions, works, and projects.
The Executive Secretary must have university studies at the licentiate degree level in fields related to the social and/or economic sciences and shall be appointed by the High-Level Commission based on the proposal made by the Minister of the Presidency. The functions of the Executive Secretary shall be to coordinate and convene meetings of both the High-Level Commission and the Technical Secretariat, keep the minutes up to date, and coordinate the implementation and monitoring of the resolutions adopted.

Considerando:
fortalecimiento de la conservación y el uso sostenible del patrimonio genético, natural y cultural, a partir de un ordenamiento territorial y marino basado en una participación concertada, que asegure el respeto, ejercicio y goce de los derechos humanos. Al mismo tiempo que establece un Programa dirigido al Desarrollo de la Cuenca del Río Grande de Térraba, en adelante La Cuenca.
La parte inferior de La Cuenca se fusiona con otras subcuencas, dando lugar a un proceso de canalización en su salida, en la que se encuentra el humedal Térraba-Sierpe.

Un representante del Instituto Costarricense de Electricidad (ICE); 6. Un representante del Instituto Costarricense de Acueductos y Alcantarillados (AyA); 7. Un representante de Servicio Nacional de Aguas Subterráneas, Riego y Avenamiento (SENARA); 8. Un representante de la Secretaría Técnica Nacional Ambiental (SETENA); 9. Un representante del Sistema Nacional de las Áreas de Conservación (SINAC); 10. Un representante del Instituto de Fomento y Asesoría Municipal (IFAM); 11. Un representante del Instituto Nacional de Vivienda y Urbanismo (INVU).
a. Elaborar y diseñar el contenido de El Programa con sus respectivos proyectos, presupuestos e instituciones responsables para la implementación efectiva del mismo y someterlo a aprobación de la Comisión de Alto Nivel.
b. Elaborar la hoja de ruta para la ejecución de El Programa.
c. Dar seguimiento a la ejecución de El Programa aprobado por la Comisión de Alto Nivel.
d. Coordinar con los usuarios de agua, municipalidades e instituciones del Estado, así como con las comunidades en general y organizaciones de la sociedad civil, las acciones relacionadas con el uso y aprovechamiento del agua, conforme el Programa.
e. Garantizar la adecuada coordinación intersectorial e interinstitucional, para la atención y seguimiento de El Programa y hoja de ruta.
f. Coordinar las actividades técnicas, administrativas y financieras de la Comisión de Alto Nivel.
g. Evaluar e informar trimestralmente a la Comisión de Alto Nivel sobre el avance de las actividades, obras y proyectos, contemplados en El Programa.
h. Velar porque los proyectos cumplan con la normativa y directrices emitidas en la materia.
i. Realizar inspecciones periódicas debiendo levantar el acta respectiva, a fin de verificar el avance de las acciones, obras y proyectos.
El Secretario Ejecutivo deberá tener estudios universitarios a nivel de licenciatura en temas afines a las ciencias sociales y/o económicas y será nombrado por la Comisión de Alto Nivel según la propuesta que haga el Ministro de la Presidencia. Las funciones del Secretario Ejecutivo serán la de coordinar y convocar las reuniones tanto de la Comisión de Alto Nivel como de la Secretaría Técnica, llevará las actas al día y coordinará la ejecución y seguimiento de acuerdos que se tomen.
