Subscriber (Abonado): Natural or legal person, owner of a property, lot, or building, of any nature, to whom the wastewater collection and treatment service is provided.
Accessories (Accesorios): All those fittings that are coupled to the pipes to give direction and convey wastewater in the sanitary sewerage system. Some of these accessories are elbows, wyes, tees, couplings, plugs, among others.
Contaminating Agent (Agente contaminante): Any element whose incorporation into a body of water implies the deterioration of its physical, chemical, and microbiological quality.
Pathogenic Agent (Agente patógeno): Any microorganism or substance that transmits diseases in humans and whose means of propagation is water.
Wastewater (Agua residual): It is the combination of liquids and solid matter carried by water, whose quality has been degraded by the incorporation of contaminating agents. For the purposes of this regulation, they are classified into two types which are: ordinary type wastewater and special type wastewater.
Special Type Wastewater (Agua residual de tipo especial): Wastewater of a type different from ordinary, such as that generated in some industries and businesses.
Ordinary Type Wastewater (Agua residual de tipo ordinario): Wastewater generated by the domestic activities of human beings (use of toilets, showers, sinks, sculleries, washing clothes, etc.)
Sanitary Sewerage (Alcantarillado sanitario): Public network that collects and transports wastewater to its point of treatment and discharge. It consists of the following works: intra-domiciliary connections, collector pipes, stubs (previstas), manholes, accessories, and outfall to a permanent flow channel.
Drainage Area or Absorption Field (Área de drenaje o campo de absorción): It is the area where the last part of the treatment of a septic tank system is carried out, which is accomplished by absorption of the water in the filtering material and the ground.
Siphon Box (Caja sifón): Box of concrete that forms part of the domiciliary connection works which will be placed on the sidewalk by the owner.
Permanent Watercourses (Cauces de agua permanente): Those rivers or streams that throughout the year have a flow of water.
Flow Rate (Caudal): Volume of a liquid that passes through a point in a given time.
Cover (Cobertura): Material to be placed over the sanitary sewerage pipes in compacted layers of 20 cm thickness, up to a minimum of one meter and a maximum of five meters in height above the pipe crown.
Contributor (Contribuyente): Natural or legal person who contributes within the Canton of Belén with the flow of wastewater that is in a septic tank or collected through the sanitary sewerage to a specific treatment plant.
Logbook (Cuaderno de bitácora): It is the notebook where everything related to the operation and maintenance of the Wastewater Treatment Plant will be recorded. Comments from officials of institutions related to the Operation and Maintenance of the Wastewater Treatment Plant may also be received in this notebook, if deemed appropriate, so that they may be considered in these activities.
Directorate (Dirección): Directorate of the Public Services Area.
Electromechanical Equipment (Equipo electromecánico): All equipment that requires electric fluid for its operation.
The Municipality (La Municipalidad): For the purposes of this Regulation, whenever indicated, the Municipality shall be understood as the Municipality of Belén.
Maintenance of a Wastewater Treatment Plant (Mantenimiento de una planta tratamiento de Aguas Residuales): For the purpose of this regulation, it is any cleaning, repair, reconstruction or replacement activity of equipment that is necessary within the wastewater treatment plant for its proper functioning.
Operation and Maintenance Manual (Manual de operación y de mantenimiento): It is the document that indicates the tasks to be executed in all parts of the sanitary sewerage system.
Maintenance of the Sanitary Sewerage (Mantenimiento del alcantarillado sanitario): These are all those tasks carried out in the sanitary sewerage to guarantee its adequate operation, such as the change of pipes and elements that constitute it, repair, unblocking, replacement of any of its component parts, among others.
Maintenance of a Wastewater Treatment Plant (Mantenimiento de una planta de tratamiento de aguas residuales): These are all those activities that must be carried out in a treatment plant with the aim of improving the processes that take place in the plant and ensuring a pleasant appearance of the facilities. Some of these activities are: Cleaning of grids, extraction of floating solids, proper disposal of these solids, purging of the treatment plant, cleaning of surrounding green areas, construction and repair of damaged elements, cleaning of the control booth, cleaning of sanitary service facilities and sinks, protection of perimeter mesh, repair of leaks, among others.
Operation and Maintenance Manual of the Wastewater Treatment Plant (Manual de Operación y de mantenimiento de la Planta de Tratamiento de Aguas Residuales): It is the document that explains each of the tasks to be carried out within the wastewater treatment plant to guarantee its proper functioning. The tasks referred to in this point are those to be carried out in Wastewater Treatment Plants of public origin; however, it is applicable to any private wastewater treatment plant project that processes construction permits in the Municipality.
Intra-domiciliary Connection Works (Obras de conexión Intra-domiciliaria): Intra-domiciliary connection works are the grease trap or ash pit (cenicero), the internal pipe network installed within each property for wastewater collection, the inspection boxes (cajas de registro) (to be located at changes in flow direction, changes in slope, or at the union of internal pipes of each property), the required fittings, and the siphon box to be built up to the sidewalk inclusive.
Outfall Works (Obras de desfogue): These are the works that carry the treated wastewater to a permanent flow channel. These works include construction of the headwall, apron, and slope protection.
Urbanization Works (Obras de Urbanización): For the purposes of this regulation, the following are part of the urbanization works: the intra-domiciliary connection, the Stub (Prevista), the system of pipes, manholes, and accessories up to the entry inspection box of the Wastewater Treatment Plant, inclusive.
Wastewater Treatment Plant Works (Obras de Planta de Tratamiento de Aguas Residuales): These are all those works built after the entry inspection box of the wastewater treatment plant, up to the outfall works to the permanent flow channel, inclusive.
Works of Control Booth, Protection, and Surveillance (Obras de casetilla de control, protección y vigilancia): These are all the works built within a wastewater treatment plant intended to provide a surveillance site, protection of personnel and equipment against climatic conditions, storage and safekeeping of tools and utensils, and it is the site where the logbook is kept. These works include a surveillance room, a sanitary service room with a toilet, sink, and shower, the external placement of a shower and sinks, and a booth for protection of electromechanical equipment, if required.
Operation (Operación): These are all the activities that must be carried out to guarantee compliance with existing legal provisions regarding water quality, before taking it to its final disposal into a permanent flow channel. Some of these activities are: flow measurement, sampling, analysis of the universal mandatory analysis parameters (in ordinary and special type wastewater), efficiency calculations, dose adjustments of physical-chemical substances that may be used, recording data in the Logbook, odor control, flow control, among others.
Complementary Works (Obras complementarias): These are all and each of the works required for the operation of the sanitary sewerage, including the grease trap, the domiciliary connection, the siphon box, the wastewater stub and the couplings or fittings that are required to connect the wastewater from each dwelling to the sanitary sewerage.
Operation with Electromechanical Equipment (Operación con equipos electromecánicos): It is the operation carried out in the sanitary sewerage or in a treatment plant using electric fluid and the driving force of electromechanical equipment such as pumps, rotors, aerators, among others.
Operation and Maintenance of a Wastewater Treatment Plant (Operación y mantenimiento de una Planta de Tratamiento de Aguas Residuales): These are the set of activities to be carried out within a treatment plant to guarantee good efficiency of the processes that take place within it, promote order, neatness, and proper functioning of all the elements that compose it.
Operation and Maintenance of the Sanitary Sewerage (Operación y mantenimiento del alcantarillado sanitario): It is any cleaning or repair activity of the sanitary sewerage pipes, manholes, and stubs from the siphon box required to guarantee the proper functioning of the system. The sanitary sewerage pipes referred to in this definition are those built in green areas, easements (servidumbres), or public roads.
Gravity Operation (Operación por gravedad): It is the operation that allows a wastewater treatment plant or part of it to operate using the force of gravity.
Laboratory Parameters (Parámetros de laboratorio): These are the physical-chemical and microbiological analyses performed by an accredited laboratory in this field, with the aim of knowing the content of pollutants in the wastewater.
Universal Mandatory Analysis Parameters in Ordinary and Special Type Wastewater (Parámetros universales de análisis obligatorio en aguas residuales de tipo ordinario y especial): In all ordinary type wastewater, the following universal parameters must be analyzed:
- a)Flow Rate (Caudal).
- b)Biochemical Oxygen Demand (DBO5,20).
- c)Chemical Oxygen Demand (DQO).
- d)Hydrogen Potential (pH).
- e)Fats and Oils (GyA).
- f)Settleable Solids (SSed).
- g)Total Suspended Solids (SST).
- h)Methylene Blue Active Substances (SAAM).
- i)Temperature (T).
Complementary Mandatory Analysis Parameters in Special Type Wastewater (Parámetros complementarios de análisis obligatorio en aguas residuales de tipo especial). In addition to the parameters mentioned in the previous definition, in special type wastewater, the complementary parameters regulated in article 15 of Executive Decree 33601 must also be analyzed.
Wastewater Treatment Plant or PTAR (Planta de tratamiento de aguas residuales o PTAR): It is the place where the facilities for the physical, chemical, and microbiological unit processes to carry out the purification of the wastewater are located.
Manhole (Pozo de registro): Structure that serves for the registration and inspection of the sanitary sewerage. These must be built, if possible, at the center of the roads, every 80 m. maximum center to center of the cover, at changes in flow direction, or with a drop if required to overcome ground gradients.
Stub (Previstas): It is the section of pipe and accessories, between the siphon box and its union with the pipe network of the Sanitary Sewerage, inclusive.
Mandatory Laboratory Tests (Pruebas de laboratorio obligatorias): These are the mandatory tests indicated previously in the definition of Universal mandatory analysis parameters in ordinary and special type wastewater.
Manholes (Los pozos de registro): These are structures, with or without a drop, whose function is to serve for inspecting and recording the sanitary sewerage and facilitating its maintenance.
Setback (Retiro): Distance between the boundary of the property, buildings, bodies of water, or other clearly identified elements, and the nearest edge of the main units of the Treatment Plant.
Reuse (Reuso): Utilization of an effluent from ordinary or special wastewater for various purposes, prior authorization by the competent authority based on the quality criteria established in the Regulation for the Discharge and Reuse of Wastewater (Reglamento de Vertido y Reuso de Aguas Residuales), before discharge into a receiving body of water or onto the soil. In some cases, the contaminant transport test in the soil will be requested in order to demonstrate that this discharge will not contaminate the aquifers.
Sanitary Sewerage Service (Servicio de alcantarillado sanitario): It is the collection and treatment service provided to wastewater, from those developments that have been received to conformity, whose operation and administration is in charge of the Municipality.
Easement (Servidumbre): A right over another's property that limits the dominion over it and is constituted in favor of the needs of another property belonging to a different owner or of someone who is not the owner of the encumbered one.
Right of Way Easement (Servidumbre de paso): That which gives the right to enter a property not bordering a public road.
Sanitary Sewerage System (Sistema de alcantarillado sanitario): It is the set of interconnected pipes, manholes, and complementary works, used to collect and transport wastewater to the treatment site.
Septic Tank System (Sistema de Tanque séptico): The septic tank system is a way of providing wastewater treatment that considers physical, chemical, and microbiological processes for the purification of wastewater contaminants, which uses sedimentation, anaerobic digestion, and soil filtration.
Sedimentation Tank (Tanque de sedimentación): It is the deposit of a septic tank system where the sedimentation process takes place and the physical, chemical, and microbiological reactions of the treatment of the contaminating matter present in the wastewater are carried out.
Grease Trap or Ash Pit (Trampa de grasa o cenicero): It is the box that collects within the property those waters containing fats resulting from washing dishes, or clothes, or other utensils. This box must be shown on plans, whether or not the sanitary sewerage exists. The operation and maintenance of the grease trap boxes shall be the responsibility of the owner.
Wastewater Treatment (Tratamiento de las aguas residuales): It is the physical, chemical, and microbiological, aerobic or anaerobic purification provided to the wastewater within a treatment plant, with the purpose of improving its quality and thus complying with the maximum permissible limits established in the Regulation for the Discharge and Reuse of Wastewater, Executive Decree No. 26042-S-MINAE.
Occupancy Unit (Unidad de ocupación): It refers to the physical space where there is a structure that is fixed or incorporated into the land, intended for housing, commerce, worship, public sports facilities, government institutions, charity organizations or social welfare, educational centers, industrial, to which this Regulation refers, any remodeling, alteration, or expansion carried out on an existing structure must be evaluated by the Directorate for the purpose of determining if it originates a new occupancy unit.
Sanitary Sewerage Unit (Unidad del Alcantarillado Sanitario): Unit of the Public Services Area, in charge of the sanitary sewerage and wastewater treatment plants in the Canton of Belén.
User (Usuario): It is the natural or legal person who uses the wastewater collection and treatment service. They may or may not be the subscriber.
