For the purposes of the application and interpretation of this law, the following terms are defined:
- a)Authority: Regulatory Authority for Public Services (Autoridad Reguladora de los Servicios Públicos).
- b)Base of operation: Zone or geographical area of Costa Rican territory where the Council authorizes the operation of a licensed taxi's service.
The Council, by regulation, shall guarantee that there is at least one base of operation in each territorial district of the country.
- c)Special base of operation: Zone or geographical area in ports, airports, and other sites for tourist interest purposes, where the Council authorizes the operation of taxis subject to special regulation.
- d)Administrative concession: Exploitation right formalized through a contract for a fixed term granted to a private individual to provide the service of remunerated transportation of persons under the taxi mode.
- e)Council: Public Transportation Council (Consejo de Transporte Público).
- f)Ministry: Ministry of Public Works and Transport (Ministerio de Obras Públicas y Transportes).
- g)Service: Public service of remunerated transportation of persons in vehicles under the taxi mode.
- h)Fare: Economic compensation set by the Regulatory Authority for Public Services (Autoridad Reguladora de los Servicios Públicos).
- i)Tribunal: Administrative Transportation Tribunal (Tribunal Administrativo de Transporte).
- j)Clean technologies: Set of industrial procedures or systems used by motor vehicles that allows the use of energy sources which emit a significantly lower or null degree of toxins into the atmosphere compared to traditional technologies.
- k)Clean fuels: Energy sources that, when consumed, emit a significantly lower or null degree of toxins into the atmosphere compared to other traditional fuels.
- l)Stable special taxi service: public service of remunerated transportation of persons aimed at a closed group of users and that satisfies a limited, residual, exclusive, and stable demand.
Permits for the remunerated transportation of persons by microbus, buseta, and bus shall be governed by the provisions of Law No. 3503, Law Regulating the Remunerated Transportation of Persons in Motor Vehicles, of May 10, 1965, and its amendments, or any other law that replaces it in the future.
