This personnel shall be paid with funds from the Administrative Board, for the term stipulated or for an indefinite period, and shall continue to enjoy the benefits and guarantees established in the Statute of the Civil Service Regime, its regulations, and related rules.
To be eligible for this salary regime, the officials must take and pass the tests defined by the Administrative Board of the National Registry, in addition to meeting the requirements established in the ordinary regulations regarding competitive evaluation of credentials.
By executive decree, the salary scale, job categories, and other requirements for the execution of this rule shall be determined."

(Via Article 29 of Budget Law No. 6995 of July 22, 1985, this numeral was interpreted in the sense that: "...the graduates of the School of Registry Sciences and Techniques of the National University are included in the category of technicians. The benefits indicated in the cited Article 19 and 23 of the Law of the National Registry shall apply to the servants paid with funds from the National Budget, and to those paid with resources from the Budget of the Administrative Board of the National Registry.")

(Sinalevi Note: Via opinion C-161-2021 of June 8, 2021, it was concluded that this numeral was not affected by the Law for the Strengthening of Public Finances. Said document indicates that: "Although Article 57, subsection o) of the Public Administration Salary Law, added by the Law for Strengthening Public Finances, ordered the amendment of Article 23 of Law No. 6934, that law does not have an Article 23, as it only consists of three ordinary articles and four transitory articles. And even though it is possible to assume that the legislator's intent was to modify Article 2 of Law No. 6934, which added Article 23 to the Law Creating the National Registry, that amendment would have no effect, having fallen upon a provision whose text had already been amended before the entry into force of Law No. 9635. Likewise, it was indicated that the legislator's intent with the addition of Article 57, subsection o) to the Public Administration Salary Law was that the Personnel paid from the budget of the Administrative Board of the National Registry would not receive a percentage of economic compensation for exclusivity different from that set forth in Article 36 of the Public Administration Salary Law.")
