Addition of Articles 16 and 17 and Reform of Article 18 of the Public Registry RegulationsAdición de los artículos 16 y 17 y reforma del artículo 18 del Reglamento del Registro Público

26771-J of March 18, 1998), on the Distribution, Duties, and Powers of the Units of the Legal Entities Directorate, Articles 16 and 17, the numbering of those two articles and the following ones being required to be shifted, so that henceforth the new articles shall read as follows:

"Article 16.—The Deputy Directorate. In addition to the powers that this Regulation and other laws assign to it, the responsibilities of this Deputy Directorate are:

• a)To order or deny the registration (inscripción) of documents subject to registration, and to resolve petitions (ocursos) and administrative procedures, in accordance with the law.
• b)To execute the provisions agreed upon by the Directorate for the proper service of the Registry.
• c)To attend to and resolve verbal and written inquiries presented to it by its superiors, subordinates, and the general public, and to provide advisory services in its area of specialty.
• d)To supervise and control that the documents prepared and processed in its unit under its responsibility are drafted accurately.
• e)Any others delegated or assigned to it by the Director of this Registry.
• f)To substitute for the Director in his absence." "Article 17.—On Registry Coordination.—In addition to the powers that this Regulation and other laws assign to it, the responsibilities of the Registry Coordinator are:
• a)To periodically coordinate and review, together with the Heads of Registrars, the functioning of the Departments under their charge.
• b)To assist the Director in the preparation of registry-related plans and projects.
• c)To control the document registration (Registración) function carried out by the officials of the Registry.
• d)To attend to and resolve verbal and written inquiries presented to it by its superiors, subordinates, and the general public, and to provide advisory services in its area of specialty.
• e)To authorize the joint registration (inscripción) of documents that, in accordance with the law and under their criteria and responsibility, are requested of them. f) Any others assigned to them.

"Article 20.—On the Coordination of Registry Services. For the purposes of fulfilling the aims of this Directorate, in addition to the powers that this Regulation and other laws assign to it, the responsibilities of the Coordinator of the Services Area, who will be in charge of the Departments of Certifications, Legal Entity Identification Cards (Cédulas Jurídicas), volumes, and any other type of user services, are:

• a)To prepare the administrative programs, preliminary budget drafts, and vacation planning for the personnel under their charge for the normal functioning of those Departments.
• b)To coordinate with the Directorate how the Departments under their charge will be organized, so as to provide the best possible service to its users, making the most of available human and technical resources.
• c)To plan, direct, coordinate, and supervise the programming and development of technical, administrative, and registry activities.
• d)To assign, supervise, and control the work of subordinate personnel tasked with executing the different programs.
• e)To control the function of issuing certifications and legal entity identification cards (cédulas jurídicas) carried out by the personnel in charge.
• f)Any others assigned to them.

"Artículo 16.-La Subdirección. Además de las atribuciones que este Reglamento y otras leyes le asignen, corresponde a esta Subdirección:

a)- Ordenar o denegar la inscripción de los documentos sujetos a registro, resolver los ocursos y gestiones administrativas, de acuerdo con la ley.

• b)Ejecutar las disposiciones que acuerde la Dirección para el buen servicio del Registro.
• c)Atender y resolver consultas verbales y escritas que le presenten sus superiores, subalternos y público en general, y brindar asesoría en la materia de su especialidad.
• d)Supervisar y controlar que los documentos que se confeccionan y tramitan en su dependencia bajo su responsabilidad, sean elaborados de manera exacta.
• e)Demás que le delegue o asigne el Director de este Registro.
• f)Sustituir al Director en su ausencia." "Artículo 17.-De la Coordinación Registra!.- Además de las atribuciones que este Reglamento y otras leyes le asignen, al Coordinador Registra! le corresponde:
• a)Coordinar y revisar periódicamente con los Jefes de Registradores el funcionamiento de los Departamentos a su cargo.
• b)Auxiliar al Director en la elaboración de planes y proyectos de índole registral.
• c)Controlar la función de Registración de documentos efectuada por los funcionarios del Registro.
• d)Atender y resolver consultas verbales y escritas que le presenten sus superiores, subalternos y público en general y brindar asesoría en la materia de su especialidad.
• e)Autorizar la inscripción conjunta de los documentos que conforme a derecho y bajo su criterio y responsabilidad le soliciten. O Demás que se le asignen.

"Artículo 20.—De la Coordinación de Servicios Regístrales. Para los efectos de cumplir con los fines de esta Dirección, además de las atribuciones que este Reglamento y otras leyes le asignen, al Coordinador del Área de Servicios que tendrá a su cargo los Departamentos de Certificaciones, Cédulas Jurídicas, tomos y cualquier otro tipo de servicios al usuario le corresponde:

• a)Elaborar los programas administrativos, anteproyectos de presupuesto y planificación de vacaciones del personal a su cargo para el normal funcionamiento de esos Departamentos.
• b)Coordinar con la Dirección cómo se organizarán los Departamentos a su cargo, de manera que se brinde el mejor servicio posible a sus usuarios, aprovechando los recursos humanos y técnicos disponibles.
• c)Planear, dirigir, coordinar y supervisar la programación y el desarrollo de las actividades técnicas, administrativas y regístrales.
• d)Asignar, supervisar y controlar las labores del personal subalterno, encargado de ejecutar los diferentes programas.
• e)Controlar la función de expedición de certificaciones y cédulas jurídicas efectuada por el personal encargado.
• f)Demás que se le asignen.
