1.- Any State Party and the Inter-American Commission on Human Rights may submit for the consideration of the States Parties, meeting on the occasion of the General Assembly, proposals for amendment with the purpose of including the recognition of other rights and freedoms, or others designed to extend or enlarge the rights and freedoms recognized in this Protocol.
2.- Amendments shall enter into force for the States that ratify them on the date on which the respective instrument of ratification corresponding to two-thirds of the States Parties to this Protocol has been deposited. As for the remaining States Parties, they shall enter into force on the date on which they deposit their respective instruments of ratification.

RECORD OF SIGNING, BY THE GOVERNMENT OF THE REPUBLIC OF COSTA RICA, OF THE ADDITIONAL PROTOCOL TO THE AMERICAN CONVENTION ON HUMAN RIGHTS IN THE AREA OF ECONOMIC, SOCIAL, AND CULTURAL RIGHTS, PROTOCOL OF SAN SALVADOR, APPROVED ON NOVEMBER SEVENTEEN, NINETEEN EIGHTY-EIGHT, IN THE CITY OF SAN SALVADOR, EL SALVADOR, AT THE EIGHTEENTH REGULAR SESSION OF THE GENERAL ASSEMBLY OF THE ORGANIZATION OF AMERICAN STATES.
At the Eighteenth Regular Session of the General Assembly of the Organization of American States, held in the city of San Salvador, El Salvador, on the seventeenth day of November of the year nineteen hundred and eighty-eight, the Ambassadors Guillermo Villalobos Arce, Permanent Representative of the Republic of Costa Rica to the Organization of American States, and Joào Clemente Baena Soares, Secretary General of the Organization, met and proceeded to sign, on behalf of the Government of the Republic of Costa Rica, the Additional Protocol to the American Convention on Human Rights in the Area of Economic, Social, and Cultural Rights, Protocol of San Salvador, approved on November seventeen, nineteen eighty-eight, in the city of San Salvador, El Salvador, at the Eighteenth Regular Session of the General Assembly of the Organization of American States.
