THE PRESIDENT OF THE REPUBLIC AND THE MINISTERS OF THE PRESIDENCY, OF AGRICULTURE AND LIVESTOCK AND OF THE ENVIRONMENT, ENERGY AND TELECOMMUNICATIONS In exercise of the powers conferred upon them by articles 140, subsections 3) and 18) and 146 of the Political Constitution; article 28, paragraph 2, subsection b) of Law Nº 6227, which is the General Law of Public Administration of May 2, 1978; article 2, subsection c) of the Organic Law of the Environment Nº 7554, of October 4, 1995; Law 6877 of July 18, 1983, Law Creating the National Service of Groundwater, Irrigation and Drainage, Title III of Law Nº 7064 of April 29, 1987, Law for the Promotion of Agricultural Production FODEA and the Organic Law of MAG;
Considering:
THEY DECREE:
A HIGH-LEVEL COMMISSION IS CREATED FOR THE COORDINATION AND SUPPORT IN THE EXECUTION OF THE WATER FOR GUANACASTE PROGRAM
a- The First Vice President of the Republic or their representative, who will act as coordinator; b- The Minister of National Planning and Economic Policy or their representative, who will act as alternate coordinator; c- The Minister of the Presidency or their representative; d- The Minister of Agriculture and Livestock or their representative; e- The Minister of Environment and Energy or their representative; f- The Executive President of the National Institute of Aqueducts and Sewers or their representative; g- The General Manager of the National Service of Groundwater, Irrigation and Drainage or their representative; and h- The Executive President of the Costa Rican Institute of Electricity or their representative; The objective of the Commission will be to coordinate and support the execution of the "Water for Guanacaste Program," which will have the necessary personnel to carry out all actions required for the fulfillment of this Program.

The foregoing shall be formalized through the signing of the respective agreements. For these purposes, a cooperation agreement has already been signed between the Ministry of the Presidency and the Inter-American Institute for Cooperation on Agriculture-IICA.

EL PRESIDENTE DE LA REPÚBLICA Y LOS MINISTROS DE LA PRESIDENCIA, DE AGRICULTURA Y GANADERIA Y DEL AMBIENTE, ENERGIA Y TELECOMUNICACIONES En el ejercicio de las facultades que les confieren los artículos 140, incisos 3) y 18) y 146 de la Constitución Política; el artículo 28, párrafo 2 inciso b) de la ley Nº 6227, que es Ley General de la Administración Pública del 2 de mayo de 1978; el artículo 2º inciso c) Ley Orgánica del Ambiente Nº 7554, del 4 de octubre de 1995; Ley 6877 de 18 de julio de 1983, Ley de Creación del Servicio Nacional de Aguas Subterráneas Riego y Avenamiento, el Título III de la Ley Nº 7064 del 29 de abril de 1987, Ley de Fomento a la Producción Agropecuaria FODEA y Ley Orgánica del MAG;
Considerando:
SE CREA UNA COMISIÓN DE ALTO NIVEL PARA LA COORDINACIÓN Y APOYO EN LA EJECUCIÓN DEL PROGRAMA AGUA PARA GUANACASTE
DECRETAN:
a- El Primer Vicepresidente de la República o su representante, quien actuará como coordinador; b- El Ministro(a) de Planificación Nacional y Política Económica o su representante, quien actuara como coordinador suplente; c- El Ministro(a) de la Presidencia o su representante; d- El Ministro(a) de Agricultura y Ganadería o su representante; e- El Ministro(a) de Ambiente y Energía o su representante; f- El Presidente Ejecutivo del Instituto Nacional de Acueductos y Alcantarillados o su representante; g- El Gerente General del Servicio Nacional de Aguas Subterráneas, Riego y Avenamiento o su representante; y h- El Presidente Ejecutivo del Instituto Costarricense de Electricidad o su representante; La Comisión tendrá como objetivo coordinar y apoyar la ejecución del "Programa Agua para Guanacaste", el cual contará con el personal necesario para realizar todas las acciones necesarias para el cumplimiento de este Programa.

Lo anterior será concretado mediante la firma de los respectivos convenios. Para estos efectos, ya fue suscrito un convenio de cooperación entre el Ministerio de la Presidencia y el Instituto Interamericano de Cooperación para la Agricultura-IICA.
