I.-The Government of the Republic is working on an adequate water solution for the province of Guanacaste, through options that allow for a comprehensive management model of the Arenal, Tempisque basins, and coastal zones, thereby providing Guanacaste communities with drinking water supply for the coming years, also promoting electrical energy generation, based on a water system with safe and sustainable production, storage, and distribution.
II.-The "Agua para Guanacaste" Program is carried out with the collaboration of the Ministry of National Planning and Economic Policy (MIDEPLAN), through the Pre-Investment Fund, where financial resources were managed at the disposal of the National Service for Groundwater, Irrigation, and Drainage (SENARA) for the preparation of pre-feasibility studies for the Program's works. Likewise, MIDEPLAN has managed the allocation of resources from international cooperation for the financing of those works.
III.-In order to maximize resources and reduce possible costs related to waiting times, the Government of the Republic considers it pertinent to assign direct participation to companies and cooperatives based in the province of Guanacaste for the execution of infrastructure projects related to the "Agua para Guanacaste" program.
IV.-It is necessary to modify the composition of the Inter-Institutional Commission created by Executive Decree Nº 36008-MP-MAG-MINAET of April 15, 2010, to include the participation of important actors related to the identification and execution of the works of the "Agua para Guanacaste" Program. Therefore,

II.-El Programa "Agua para Guanacaste" se realiza con la colaboración del Ministerio de Planificación Nacional y Política Económica (MIDEPLAN), por medio del Fondo de Preinversión, donde se gestionaron recursos financieros a disposición del Servicio Nacional de Aguas Subterráneas, Riego y Avenamiento (SENARA) para la elaboración de estudios de prefactibilidad de obras del Programa. Asimismo MIDEPLAN ha gestionado la asignación de recursos provenientes de la cooperación internacional para el financiamiento de esas obras.
III.-Con el fin de maximizar recursos y reducir posibles costos relacionados con tiempos de espera, el Gobierno de la República considera pertinente asignar participación directa a empresas y cooperativas asentadas en la provincia de Guanacaste para la ejecución de proyectos de infraestructura relacionados con el programa "Agua para Guanacaste".
IV.-Que es necesario modificar la integración de la Comisión Interinstitucional que se creó mediante Decreto Ejecutivo Nº36008-MP-MAG-MINAET de 15 de abril de 2010, para incluir la participación de importantes actores relacionados con la identificación y realización de las obras del Programa "Agua para Guanacaste".
