Definition of the terms and expressions used in this Convention.
1.- "National Parks" shall be understood to mean: Regions established for the protection and conservation of natural scenic beauties and of flora and fauna of national importance, which the public may best enjoy when placed under official supervision.
2.- "National Reserves" shall be understood to mean: Regions established for the conservation and utilization, under official supervision, of natural resources, in which flora and fauna shall be given all protection compatible with the purposes for which these reserves are created.
3.- "Natural Monuments" shall be understood to mean: Regions, objects, or living species of animals or plants of aesthetic interest or historical or scientific value, to which absolute protection is given. Natural Monuments are created for the purpose of conserving a specific object or a particular species of flora or fauna by declaring a region, an object, or an isolated species an inviolable natural monument except for the conduct of duly authorized scientific investigations, or government inspections.
4.- "Virgin Region Reserves" shall be understood to mean: A region administered by public authorities, where primitive natural conditions of flora, fauna, housing, and communications exist, with an absence of roads for motor traffic and closed to all commercial exploitation.
5.- "Migratory Birds" shall be understood to mean: Birds belonging to determined species, all individuals of which or some of them, cross, at any season of the year, the borders of the countries of America. Some species of the following families of birds may be cited as examples of migratory birds: Charadriidae, Scolopacidae, Caprimulgidae, Hirundinidae.
