5100, Declaration of the Manuel Antonio Beaches National Recreational Park, of November 15, 1972, and its reforms, is hereby reformed. The text shall read:
"Article 3.—To finance the establishment, development, operation, and consolidation expenses of this Park, the following resources shall be available:
- a)The collection of an entrance fee from individuals over twelve years of age. Those under twelve years of age and adults who carry the Gold Citizen card or are over sixty-five years of age are exempted from paying this fee.
Of all income generated from this concept, effective from the enactment of Law No. 7793, fifty percent (50%) shall be immediately allocated to the payment of privately owned lands that were expropriated or acquired within the Park boundaries established in Law No. 5100, of November 15, 1972. Once these lands are paid off, said funds may be used to pay for lands in declared protected areas, in the Aguirre-Parrita and Los Santos sub-regions, of the Central Pacific Conservation Area (Área de Conservación Pacífico Central) which, due to their biodiversity, resources, soil, and associated water, are considered strategic geographical zones and interconnected biological corridors that guarantee the consolidation of the Manuel Antonio National Park. Once paid off, these lands shall become property of the State.
Said resources shall be administered through a trust (fideicomiso) to be established with one of the state commercial banks, according to the selection made by the Board of Directors of the Manuel Antonio Beaches National Recreational Park, which must be based on criteria of security, liquidity, diversification, and profitability, in that order.
The trustor (fideicomitente) shall be the State, represented by the Ministry of Environment and Energy. A Board of Directors shall be responsible for establishing the operational parameters of the trust, as established by this Law."
