Association: Entity administering the aqueduct and/or sanitary sewerage system. Associate: Any user of the aqueduct or sewerage system.
ASADAS: Administrative Associations of Aqueducts and Sewerage. Allocation (Asignación): Title by which the administrative bodies of the aqueduct systems use the water resource for the provision of their services.
ARESEP: Regulatory Authority of Public Services.
Association Indebtedness (Endeudamiento de la Asociación): Loans that the organization obtains for the construction and/or improvements of the systems, with prior authorization from the Board of Directors of A y A.
Operating Entity (Ente Operador): Association constituted for the purpose of administering, operating, and maintaining aqueduct and sewerage systems, for which it must have legal standing (personería jurídica) formally registered in the Associations Registry of the Public Registry. These entities must be structured as financially profitable enterprises in order to provide efficient service to users, guaranteeing water potability.

Municipality (Municipalidad): Cantonal body that administers local interests.
Technical Standards (Normas Técnicas): Norms issued by A y A for the construction, operation, and maintenance of aqueduct and sewerage systems, mandatory for those administered and the Association Administering the System.
Patrimony (Patrimonio): All movable and immovable goods used by the operating entities (entes operadores) in the administration and operation of aqueduct and sewerage systems, national property and registered in the name of A y A, under the temporary administration of the Association, which will be responsible for covering the payment of rights and obligations existing in their use, custody, and others.
Tariff Schedule (Pliego Tarifario): Prepared by each association regarding the amounts to charge for services, sent to A y A for analysis and subsequent request for approval by ARESEP.

Regulation of Service Provision to Clients (Reglamento de Prestación de Servicios a los Clientes): Published in the Official Gazette La Gaceta No. 159 of August 20, 1997, to be applied by all bodies administering aqueduct and sewerage systems.
Aqueduct and Sanitary Sewerage Systems (Sistemas de Acueductos y Alcantarillado Sanitario): An aqueduct is a water distribution system, from a supply source (spring (naciente), river, stream, well, infiltration gallery), to a community; it may have tanks, conduction line, impulsion line, treatment, disinfection, measurement, etc. A sewerage system is a collection network for used waters (black and gray), which has a treatment plant as its final point.
General Provisions
