Subsection 1) Water Supply System (Acueducto): System formed by accessory works, pipes, or conduits of different characteristics, whose purpose is to capture, treat and distribute drinking water, taking advantage of gravity, or the use of energy for its corresponding pumping, with the aim of providing water to a specific population center. It also includes the factors involved in the conservation and utilization of the natural resource and the infrastructure works, their construction, maintenance, replacement and sustainability.
Subsection 2) Administration (Administración): Process of designing and maintaining an environment in which people efficiently achieve priority goals and objectives for the organization. Basic functions include: planning, organizing, directing, executing and controlling.
Subsection 3) Sanitary Sewerage (Alcantarillado Sanitario): System formed by collectors, sub-collectors, treatment systems, accessory works, generally closed pipes or conduits that convey sewage or other liquid waste to be treated and disposed of in compliance with the discharge quality standards established by the Discharge Regulation, Executive Decree 26042-S-MINAE.
Subsection 4) Wastewater (Agua Residual): Water that has received a use and whose quality has been modified by the incorporation of contaminating agents, whether physical, chemical or biological. For the purposes of this regulation, the parameters and considerations expressed in Decree No. 26042-S-MINAE of April 14, 1997 are considered.
Subsection 5) ARESEP: Regulatory Authority for Public Services. Subsection 6) ASADA: Association for the Administration of Communal Water Supply and Sanitation Systems.
Subsection 7) Allocation (Asignación): Flow registered with the Water Department of MINAE.
Subsection 8) Association (Asociación): That institution arising from an agreement or concert of wills of several persons, who permanently pool their knowledge or activities to cooperate in the realization of several common purposes authorized by the legal order.
Subsection 9) Associate (Asociado): Person who forms part of the same Association by voluntary incorporation and who simultaneously meets the condition of owner of a connection (prevista) to the water supply and sanitary sewerage system.
Subsection 10) Conserve (Conservar): To maintain something in good condition, to preserve it from alterations.
Subsection 11) Control (Control): Verification, inspection, intervention, direction, command and regulation.
Subsection 12) Basin (Cuenca): Territorial unit delimited by the dividing line of its waters, which drain superficially or underground towards a common outlet.
Subsection 13) Delegation (Delegación): Legal institute, through which the public administration delegates the management of a public service to a legal entity.
Subsection 14) Sustainable Development (Desarrollo sostenible): Process of economic growth in which the best available technology, the exploitation of resources and the social and political organization satisfy the needs of the present, without compromising the ability to satisfy the needs of future generations.
Subsection 15) Meeting Allowance (Dieta): Monetary compensation given for participation in the sessions of an Administrative Board, in accordance with this regulation.
Subsection 16) Effluent (Efluente): A liquid that flows out of the confined space that contains it. In wastewater management, it refers to the flow leaving the last conveying or treatment unit.
Subsection 17) Official (Funcionario/a): Person who performs a public function, hierarchical employee, particularly state.
Subsection 18) Management (Gestión): Administration, operation, maintenance and development of the water supply and/or sanitation systems.
Subsection 19) Maintenance (Mantenimiento): The set of actions that are executed permanently and systematically on the different components and equipment of a system to keep them in an adequate state of operation.
Subsection 20) Corrective Maintenance (Mantenimiento correctivo): Consists of the repairs carried out to correct any damage that occurs in the drinking water system; which occurs due to the normal deterioration of the different elements of the systems, resulting in the need to carry out major repairs or the replacement of certain parts or equipment.
Subsection 21) Preventive Maintenance (Mantenimiento preventivo): Consists of a series of conservation actions that are carried out at a determined frequency in the facilities and equipment to prevent, as far as possible, the occurrence of damages that can be difficult and costly to repair, causing interruptions in the service.
Subsection 22) Member (Miembro): Individual who forms part of a corporation or community.
Subsection 23) Tariff Model (Modelo tarifario): The abstraction and simulation of the economic-financial reality in which a public service industry operates, including mathematical formulations, indicators and criteria that allow establishing a sustainable price or tariff for the sectors receiving the service.
Subsection 24) Technical Standards (Normas técnicas): Regulations issued by AyA and other competent entities for the design, construction, operation and maintenance of water supply and sanitation systems, of mandatory observance for the ASADAs.
Subsection 25) Complementary Works (Obras complementarias): All those works that, not being part of the main structure, aid in its proper functioning and protection. These works include access roads, gates, fences, walls and green areas.
Subsection 26) Operation (Operación): The set of actions that are executed with a determined timeliness and frequency, to keep a drinking water and sanitation system functioning adequately.
Subsection 27) Organization (Organización): Set of persons belonging to a body or organized group that, according to the method and instruments, are used for the achievement of common objectives and goals.
Subsection 28) Assets (Patrimonio): All movable and immovable property used by the ASADAs in the administration, operation, maintenance and development of the water supply and sanitation systems, which for all purposes are considered public domain, as indicated in the Sectoral Regulation for the Regulation of Water Supply and Sanitary Sewerage Services, Executive Decree No. 30413-MP-MINAES-MEIC.
Subsection 29) Preserve (Preservar): To protect, defend or safeguard in advance from damage or danger.
Subsection 30) Optimal Service Pressure (Presión óptima de servicio): The service pressure in the distribution networks defined by the AyA regulations.
Subsection 31) Principles of Public Service (Principios del servicio público): Legal foundations aimed at ensuring the continuity, efficiency, and adaptation to any change in the legal, social, economic, environmental regime or in the social need that satisfy the equality of treatment of the recipients, users and beneficiaries of public services. Article 4 of the General Law of Public Administration.
Subsection 32) Reuse (Reuso): Utilization of a wastewater effluent before or after its treatment, either as a method of final disposal or prior thereto.
Subsection 33) Internal Service (Servicio Interno): The internal network and installation, both for drinking water and sanitary sewerage, owned by the customer.
Subsection 34) Drinking Water System (Sistema de agua potable): The system of pipes, water treatment plants, wells, storage, distribution networks and other elements necessary for the supply of drinking water to a population.
