"AGREEMENT FOR THE CONSERVATION OF BIODIVERSITY AND PROTECTION OF PRIORITY WILDERNESS AREAS IN CENTRAL AMERICA The Presidents of the Republics of Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and Panama, PREAMBLE AWARE of the need to establish regional mechanisms for economic integration and cooperation for the rational use of the environment of the isthmus, due to the close interdependence among our countries; DESIROUS of protecting and conserving natural regions of aesthetic interest, historical value, and scientific importance, which represent unique ecosystems of regional and global importance, and which have the potential to offer sustainable development (desarrollo sustentable) options for our societies; AFFIRMING that the conservation of biodiversity (biodiversidad) is a matter of concern to all persons and States; NOTING that biological diversity has been seriously reduced and that some species and ecosystems are threatened with extinction; EMPHASIZING that the conservation of natural habitats (hábitats) and the maintenance of populations of flora and fauna species must be carried out both in situ and ex situ; AWARE of the relationship between conservation and sustainable development, and reaffirming our decision to confront with energetic actions the preservation, rescue, restoration, and rational use of our ecosystems, including threatened flora and fauna species; CONVINCED that to improve the quality of life of the peoples of the isthmus, it is necessary to promote respect for nature and the law, encourage the consolidation of peace, and the sustainable use and rescue of natural resources; HIGHLIGHTING that to guarantee sustainable development, the creation, management, and strengthening of Protected Areas plays a relevant role in guaranteeing the reproduction of essential ecological processes and rural development; RECOGNIZING the Central American Commission on Environment and Development (CCAD) as the appropriate body to formulate the strategies and action plans that implement decisions on environmental care; SUPPORTING the search for financial mechanisms to concretely back all initiatives in the field of natural resource conservation, including those to which friendly countries contribute adequately; We have decided to sign this Agreement, which shall be called:
