so that the State, through the Costa Rican Tourism Institute (ICT), could develop a tourism project subsequently regulated by Law No. 6758; however, Article 63 of the Regulation of the Maritime Zone Law and Article 44 of the Regulation of the National Cadastre Law indicate procedures to follow, which, due to material impediment of the State, cannot be fulfilled immediately, such as demarcating the public zone on site, in order to meet acquired commitments. Furthermore, the consent of the National Geographic Institute (IGN) is available because it is a public project on State lands. Therefore;
