Articles 1, subsection 4 of Article 34, the first and last paragraphs of section 39, and Article 53, all of Law No. 8660, Strengthening and Modernization of the Public Entities of the Telecommunications Sector, of August 8, 2008, and its amendments, are hereby reformed so that they shall henceforth read as follows:
"Article 1.- Purpose and scope of application By means of this law, the telecommunications sector is created and the competencies and powers corresponding to the Ministry of Science, Technology and Telecommunications (Micitt) are developed, which through its head shall exercise stewardship over said sector. Furthermore, the Instituto Costarricense de Electricidad (ICE) and its companies are modernized and strengthened; also, Law No. 7593, Law of the Regulatory Authority for Public Services, of August 9, 1996, is amended to create the Superintendencia de Telecomunicaciones, hereinafter referred to as Sutel, which shall be the body responsible for regulating, applying, monitoring, and controlling the legal framework of telecommunications.
[.]" "Article 34.- Duty to report ICE and its companies shall report to and be subject to the approvals and provisions issued by the bodies and entities listed in this article, in accordance with the legal system and within the limits of their competencies:

4. The Ministry of Science, Technology and Telecommunications, in its capacity as steward, shall be provided with the information it requests for the exercise of its functions, in accordance with the law.
[...]" "Article 39.- Stewardship of the telecommunications sector The steward of the sector shall be the Minister of Science, Technology and Telecommunications (Micitt), who shall have the following functions:

The governing ministry, to fulfill these functions and guarantee the quality and suitability of its personnel, shall have the professionals and technicians it requires in the matters of its competence. Said officials shall be subject to the employment legal regime applicable to those of the Superintendencia de Telecomunicaciones. Likewise, it may hire the advisors and consultants it needs for the effective fulfillment of its functions. The organization, functions, and other powers shall be defined by regulation." "Article 53.- Representation before international organizations of the telecommunications sector The official representation of Costa Rica before the International Telecommunication Union (ITU) of the United Nations, the Inter-American Telecommunication Commission (Citel) of the Organization of American States, the International Mobile Satellite Organization (Inmarsat), and the International Telecommunications Satellite Organization (Intelsat), shall correspond to the Minister of Science, Technology and Telecommunications, to the Superintendencia de Telecomunicaciones, in the areas of its competence, or to their respective representatives."
