General Principles 1.- The timely obtaining, compilation, and analysis of data are of fundamental importance for the effective conservation and management of straddling fish stocks and highly migratory fish stocks. To this end, fishery data for these fish stocks on the high seas and in areas under national jurisdiction should be collected and compiled in such a way as to enable statistically significant analysis for the conservation and management of fishery resources. These data must include catch and fishing effort statistics and other fishery-related information, such as vessel-related data and other data for standardizing fishing effort. The data collected should also include information on incidentally caught species and associated or dependent species. All data should be verified to ensure their accuracy, and the confidential nature of non-aggregated data should be preserved. The communication of such data shall be subject to the terms under which they were provided.
2.- Assistance shall be provided to developing States, including training assistance and financial and technical assistance, in order to increase their capacity in the conservation and management of living marine resources. The assistance should focus on strengthening their capacity to carry out data collection and verification, observer programs, data analysis, and research projects for the assessment of fish stocks. The maximum possible participation of scientists and management experts from developing States in the conservation and management of straddling fish stocks and highly migratory fish stocks should be promoted.
