10.—The mangrove forests of the Área de Conservación Osa are nursery areas for a wide variety of organisms, such as crustaceans, fish, and mollusks, of both ecological and commercial importance. These forests are also characterized by their high diversity and complexity, encompassing at least six species, together with the additional presence of five cetacean species in the waters of Golfo Dulce, which has made tourism involving the observation of these mammals in their natural environment an economic alternative for some traditional users of the area.
11.—There is growing interest in using the area’s resources for ecotourism, sport fishing, commercial fishing, and mangrove use, as well as in constructing marine infrastructure. These activities must be jointly analyzed and assessed with users in order to evaluate their impacts and improve their management.
12.—Through Decreto Ejecutivo Nº 24483 MP-MAG-MIRENEM, the Executive Branch declared the establishment of the Área Marina de Uso Múltiple Pacífico Sur for the purpose of implementing mechanisms to guarantee its protection and sustainable use, employing the Plan General de Manejo as a tool in accordance with the guidelines established in Decreto Ejecutivo Nº 24282-MP-MAG-MIRENEM.
13.—For the purpose of developing the process of preparing the instruments required for the practical implementation of this Área de Marina de Uso Múltiple and any other designated protected area, a regional interinstitutional commission must be established to develop and coordinate these instruments and put them into effect. Therefore, THEY DECREE:
