In each municipality and district municipal council, a cantonal committee of the young person (comité cantonal de la persona joven) shall be formed and appointed for a period of two years; it shall meet at least twice a month and shall be composed of young persons, as follows:
- a)One representative from the municipality, designated by the municipal council.
- b)Two representatives from the high school student body, domiciled in the canton or, failing that, in the district where a district municipal council exists. Of the two representatives elected in the sector assembly, at least one must belong to a high school located in that territorial circumscription.
The representatives shall be elected from a sector assembly composed of the assembly members designated by each high school. The assembly members shall be designated by means of a letter signed by the student government of the institution. Each student government may designate up to two assembly members, one man and one woman, for each canton or district where a district municipal council exists; should the student government not designate these persons, the high school's administration is empowered to proceed with the designation by reasoned act. It shall not be a requirement for the designation of the assembly member that the high school be domiciled in their same canton or district.

- c)Two representatives from the cantonal and district youth organizations duly registered with the respective municipality or district municipal council, elected in an assembly of this sector. Each organization may nominate one male candidate and one female candidate to join the committee of the young person (comité de la persona joven).
- d)One representative from the cantonal or district sports organizations, chosen by the cantonal or district sports committee.
- e)One representative from the religious organizations that register for this purpose with the municipality or district municipal council, elected in an assembly of this sector. Each organization may nominate one male candidate and one female candidate to join the committee of the young person (comité de la persona joven).
- f)Two representatives from the indigenous organizations of the cantons that host officially established indigenous territories.
The indigenous organizations must register with the corresponding municipality, and the election of the representative shall take place in an assembly of this sector, where each organization shall have the right to nominate one male candidate and one female candidate to form part of the committee of the young person (comité de la persona joven).

Each municipality and district municipal council shall form the committee of the young person (comité de la persona joven) during the months of October and November of each even-numbered year, commencing its functions on January first of the odd-numbered year.
The committee of the young person (comité de la persona joven) shall define, from within its ranks, a presidency and a secretariat, by a vote decided by simple majority at its first ordinary session. Applicants for the presidency and secretariat of the committee of the young person must submit their nomination letter, along with their curriculum vitae, to the elected members of the committee and to the social promotion department of the municipality or district municipal council in which it is circumscribed, one week before the committee's first session.
The designation of the representatives of the committee of the young person (comité de la persona joven) must respect the principle of gender parity, publicity, and transparency.
Each municipality and district municipal council shall regulate the election procedure for the members of the committee of the young person (comité de la persona joven), as well as the aspects related to the formation of the structural quorum and functional quorum, in order to clarify the functioning, mission, and vision of the committees of the young person in their cantons and respective districts.
However, in the event of a tie, the committee president shall have a casting vote in accordance with subparagraph f) of Article 49 of Law N° 6227, General Law of Public Administration, of May 2, 1978.
Each committee of the young person (comité de la persona joven) must submit an annual detailed report on its management and the use of public resources as a mechanism for accountability.
