Every person has the human, basic, and inalienable right of access to potable water, as an essential good for life. Water is a good of the nation, indispensable to protect such human right. Its use, protection, sustainability, conservation, and exploitation shall be governed by what is established by the law that will be created for these effects, and the supply of potable water for consumption by persons and populations shall have priority.

The laws, concessions, and current use permits, granted in accordance with the law, as well as the rights derived from these, remain in force as long as a new law regulating the use, exploitation, and conservation of water does not enter into force.

Se mantienen vigentes las leyes, las concesiones y los permisos de uso actuales, otorgados conforme a derecho, así como los derechos derivados de estos, mientras no entre en vigencia una nueva ley que regule el uso, la explotación y la conservación del agua.
