A donation or gift (donación u obsequio) occurs when, through the liberality of a natural or legal person, national or international, the ownership and domain of an asset is freely transferred in favor of the Institution that accepts it.
To receive assets under this title, compliance with the following requirements is necessary:
a. Written offer from the donor, with detail of the asset; b. Copy of the acceptance response from the head of the recipient entity, being the Consejo Nacional de Deporte y Recreación.
c. In the case of international donation, ICODER must process the exemption before the respective entities.
d. Goods receipt record signed by the donor and recipient or by their authorized delegates; e. Issuance of the registration order for its inclusion in the Computerized System for asset and inventory management.
FINISHED PRODUCTS Based on the Framework Cooperation Agreement between the Ministry of Justice and Peace and ICODER, dated August 10, 2011; which establishes the coordinations for the execution of activities related and associated with the La Sabana Metropolitan Park Reforestation Project, which was declared of Public Interest through the Decreto Ejecutivo N°36416-MP-MD, published in gazette number seventy-six dated April nineteenth, two thousand eleven, and based on the Understanding Letter No. 2, supplementary to the Cooperation Agreement.
Which establishes the mechanisms for the utilization of the wood, dated June 13, 2013.
3. Donation Procedure 3.1. Initial Contact Once the note has been pre-approved by the commission and positively recommended, it will be sent to the National Directorate, along with a report and the asset deactivation record for donation (acta de baja de activos por donación), for its final approval and to proceed with the donation process in accordance with what the ICODER Asset Regulations indicate for such purposes.
In all initial contact, it must be clearly explained what the project is, its objectives, and the role played by the involved institutions or companies. In this process, it must also be recorded that the wood belongs to the State in the form of ICODER, and that therefore the final decision resides with the national directorate.
The initial contact procedure entails, on the part of the La Sabana Metropolitan Park Reforestation Project, the following:
. The formal request must be sent in writing to the Interinstitutional Commission of the La Sabana Metropolitan Park Reforestation Project (CIPRLS) for pre-approval without it signifying a commitment to deliver wood.
. Deliver a copy of this protocol to the requesting person or legal representative.
. The note must include the following information:
Request to the National Directorate of ICODER Name of the institution or company Legal Identification Number (Número de Cédula Jurídica) Nature of said institution Declaration of National Interest and its scope when held Name of the Project or Program where the wood or finished product will be used.
Objective or project for use of the wood, indicating the place where it will be used and the property registry study of the property where the products resulting from the donation will be located.
Quantity of wood requested Dimensions of the wood requested.
Proposal for control measures to guarantee proper use.
Make it clear that the entity will take charge of transportation from the sawmill, under its own responsibility.
Commitment letter for the delivery of a wood usage report (see anexo 1) Once the note has been pre-approved by the Commission and positively recommended, it will be sent to the National Directorate of ICODER along with a report and the asset deactivation record for donation, for its final approval and to proceed with the donation process in accordance with what the ICODER Asset Regulations indicate for such purposes.
3.2. Reception of the Wood Once the donation is approved by ICODER with the requirements requested, the respective donation will proceed, which includes the following:
Every delivery of wood will be accompanied by the invoice issued by the sawmill; a copy of this invoice will be delivered to ICODER to maintain the record of wood that has left the sawmill, and it will thus be notified to the Institutional Procurement Department (Proveeduría Institucional) for the corresponding inventory.
Likewise, the person designated by the beneficiary (it is permitted to be designated via email providing full name, position, and identification number) must sign a receipt before loading said donation and attach a copy of their identity card.
It shall be a requirement that a representative of ICODER and/or the Project's Forest Manager (Regente Forestal) be present at the sawmill and record, through a record, the moment of delivery of the wood.
3.3. After the Donation At the end of the donation, it is expected that the recipient entity will issue a report to ICODER that includes the following:
1. Quantity of wood or products donated.
2. Photographs showing the final use.
3. Indicate the number of people positively impacted.
4. Quantity of infrastructures built, if applicable.

Gentlemen By this means, I ______________________, identity card ___________________, representative of the institution and project _________________, in accordance with the donation request No. ___________________, commit to the Costa Rican Institute of Sport and Recreation (ICODER) to deliver the respective final report upon conclusion of the use of the donated wood originating from the La Sabana Reforestation Project, as requested in the protocol for wood donation established by the interinstitutional commission supporting the project.

According to Blanco, Carpio, and Muñoz (2005), eucalyptus (E. deglupta) is a lightweight, semi-hard wood of medium quality, used for light construction, cabinetmaking, and other uses, and has a specific gravity of 0.39. The air-drying process of the wood is fast; however, during this process, cracks appear and wood warping occurs frequently (Carpio 2003). It is easy to work, easy to preserve in the sapwood; however, the heartwood is difficult; durability is considered moderate.
