SINAC shall be constituted by the following eleven Conservation Areas:

VIII.Central Conservation Area: Comprises the cantons of Acosta, Aserrí, Alajuela (except the district of Sarapiquí), Alajuelita, Alvarado, Atenas, Barva, Belén, Cartago, Curridabat, Desamparados, Dota, Escazú, Flores, Goicochea, Grecia (except the district of Río Cuarto), Heredia, Jiménez, La Unión, León Cortés, Montes de Oca, Mora, Moravia, Naranjo, Oreamuno, El Guarco, Palmares, Paraíso, Poás, Puriscal, San Isidro, San José, San Pablo, San Rafael, San Ramón (except the district of Peñas Blancas), Santa Ana, Santa Bárbara, Santo Domingo, Tarrazú, Tibás, Turrialba, Turrubares, Valverde Vega (except the district of Toro Amarillo), Vásquez de Coronado, Zarcero (except Palmira). In addition to the boundaries of the protected areas contained in said cantons and including Volcán Poás, Braulio Carrillo, Tapantí Macizo Cerro de la Muerte National Parks, Río Toro Protective Zones, La Selva Zone. Cordillera Volcánica Central Forest Reserve, Alberto Manuel Brenes Mora Biological Reserve, Río Macho Forest Reserve.
IX.Central Pacific Conservation Area: Comprises the cantons of Quepos, Esparza, Garabito, Montes de Oro, Orotina, Parrita, San Mateo, Puntarenas (except the Districts of Cóbano, Lepanto, and Paquera). In addition to the boundaries of the protected areas contained in said cantons and including Montes de Oro Protective Zone, Peñas Blancas Wildlife Refuge, Carara National Park, and Isla San Lucas National Wildlife Refuge.

XI Cocos Marine Conservation Area: Comprises and includes the ecosystems associated with Isla del Coco National Park, Montes Submarinos Marine Management Area, and any marine areas that the country defines in accordance with the law as having ecological or biological significance." "Article 31.-Of the public call for the conformation of the Regional Councils of Conservation Areas. To elect the members of the CORAC, the Director of the SINAC Conservation Area, with the support of the Governance and Participation Department of the Executive Secretariat, shall conduct the corresponding public call, seeking broad participation of legally constituted interested community and non-governmental organizations, public institutions, and the Municipality or Municipalities whose scope of work is developed in the respective Conservation Area.
The call must be made one month prior to the holding thereof. The Assembly shall commence with the accredited representatives who are present.
At least 3 non-governmental organizations, 3 community organizations, and 3 public institutions must participate. In the event that 3 such organizations or institutions do not exist in the Conservation Area, at least one shall be accredited. In Conservation Areas where the indicated organizations do not exist, it shall be the responsibility of the Municipality or Municipalities to integrate the Council in coordination with the Director of the Conservation Area.
In the municipal sector, the Municipalities that form part of the Conservation Area shall participate, which shall be at least one and shall always have a representative before the Regional Council.
The call shall be made in ordinary form each time it is necessary to elect any of the members of the CORAC, as established in this Regulation. The convened sectors must appoint and accredit before the Executive Secretariat of the CORAC a principal representative and an alternate representative who shall replace the principal in their absence. Each duly accredited principal representative shall have the right to voice and vote, as well as to elect and be elected as a representative in the CONAC."
