Substitution by import.
1. Submit the application form completed and signed by the permit holder or the legal representative, in the case of legal persons (personas jurídicas), indicating the characteristics and dimensions of the vessel to be substituted and the substitute vessel. The origin of the substitute vessel, the hull material, and the engine power will also be indicated, which is available on the INCOPESCA website.
2. Present a copy of the valid identity card or residency card of the applicant, along with the original for authentication.
3. Present an official letter specifying the reasons why the import is required and the destination that will be given to the vessel to be substituted.
4. Present proof of publication of an edict in the Official Gazette (Diario Oficial) and in one of the newspapers with the highest national circulation, to verify that there is no opposition to said import.
5. Present a copy of the receipt for payment of the respective canon.
Substitution of engine:
1. Present a copy of the valid identity card or residency card of the applicant, along with the original for authentication.
2. Present a certification from the Property Registry (Registro de la Propiedad) confirming the new engine is registered.
3. Present the receipt for payment of the respective canon.
r-Requirements to authorize the inactivity of vessels:
1. Submit the application form completed and signed by the permit holder or the legal representative in the case of legal persons (personas jurídicas), indicating the justification for requesting inactivity and the period for which it is requested, which must be greater than two months and up to a maximum of one year, which is available on the INCOPESCA website.
2. Present a copy of the valid identity card or residency card of the applicant, along with the original for authentication.
3. Present the receipt for payment of the respective canon.
s- Requirements to authorize the transfer of commercial fishing licenses with their vessels:
Natural persons (Personas físicas):
1. Submit the application form completed and signed by the permit holder, indicating the justification for requesting the transfer, which is available on the INCOPESCA website.
2. Present a copy of the valid identity card or residency card of the applicant, along with the original for authentication.
3. Provide a copy of the purchase-sale option, issued no more than three months prior. If it is a donation, a copy of the public deed (escritura pública) must be presented. In both cases, the originals must be presented for authentication.
4. Present a copy of the valid identity card or residency card of the person interested in acquiring the license with its vessel, along with the original for authentication.
5. In the case of transfer by inheritance, the court ruling declaring you an heir or the respective deed in the case of a notarial probate (mortual notarial) must be presented.
6. Provide the receipt for payment of the respective canon.
Legal persons (Personas jurídicas):
1. Submit the application form completed and signed by the permit holder or the legal representative of the company that owns the vessel, indicating the justification for requesting the transfer, which is available on the INCOPESCA website.
2. Present a copy of the valid identity card or residency card of the applicant, along with the original for authentication.
3. Provide a copy of the purchase-sale option for the vessel, issued no more than 3 months prior, along with the original for verification of authenticity.
4. Present a copy of the valid identity card of the person interested in acquiring the license, along with the original for verification of authenticity.
5. Provide a registry or notarial certification confirming the corporate term, corporate purpose, and corporate capital of the legal person (persona jurídica) interested in acquiring the license with its vessel.
6. Provide the receipt for payment of the respective canon.
t-Requirements to recommend the export and import of fishery products:
1. Provide an application indicating the type of product to export or import, its origin, destination, and quantities, signed by the interested party.
2. Present a copy of the valid identity card or residency card of the interested party or the legal representative, along with the original for authentication.
3. Have the marketing and industrialization permit issued by INCOPESCA up to date.
4. Present a copy of the maquila contract from a plant duly authorized by INCOPESCA, along with the original for authentication.
5. Provide a copy of the export or import invoice for the product, along with the original for authentication.
6. Present the receipt for payment of the respective canon.
u-Requirements to recommend the import of fishery and aquaculture inputs:
1. Provide an application indicating the input to import, its quantity, origin, use, and period in which it will be used, signed by the interested party.
2. Present a copy of the identity card or residency card of the interested party or the legal representative, along with the original for verification of authenticity.
3. Provide a copy of the MH form that this Entity uses for these purposes, along with the original for verification of authenticity.
4. Provide a copy of the commercial invoice for the input to import, along with the original for verification of authenticity.
5. Provide a copy of the import invoice along with the original for verification of authenticity.
6. Present the receipt for payment of the respective canon.
v-Requirements to authorize the unloading of fishery products:
1. Submit an application indicating the origin of the product, the species with their respective volumes, time, date, and place where the unloading will take place. This application must be signed by the vessel owner or their legal representative.
2. Present a copy of the valid identity card or residency card of the applicant, along with the original for verification of authenticity.
3. Provide the receipt for payment of the respective canon.
x- Requirements to obtain a tuna fishing license for vessels, with current annual registration:
First license of the year:
1. Receipt for payment of the corresponding canon.
2. Submit an application for the fishing license, from the Customs Agency (Agencia Aduanal) or the vessel's legal representative.
3. Present a certification of ownership of the vessel.
4. Present an authorization from the owner or the legal representative of the company that owns the vessel, with the signature duly authenticated, authorizing the Customs Agency (Agencia Aduanal) or a natural person (persona física) to carry out the fishing permit procedures for the vessel subject to the license.
5. Provide a copy of the current identity card or residence card, together with the original for verification of authenticity.
6. Provide a certification from the Inter-American Tropical Tuna Commission stating that the vessel is registered in the Dolphin-Safe Tuna Monitoring Program (Programa de Seguimiento del Atún libre de delfines).
7. Provide an official communication from the ship's captain undertaking to respect the country's legislation and all matters concerning the protection of dolphins as established by the Inter-American Tropical Tuna Commission.
8. Provide a report from the ship's captain on dolphin mortality from the previous trip.
9. Provide a certification of Tonnage Measurement (Arqueo) of the vessel issued by the Maritime Port Division of the MOPT, stipulating the net registered tonnage (TRN) (tonelaje de registro neto) of said vessel, issued no more than three months prior.
10. Provide a copy of the receipt of payment to any Bank of the National Banking System, for the concept of net registered tonnage.
11. Provide a receipt of payment of the respective fee.
Consecutive free extensions (Prorrogas consecutivas gratuitas):
1. Submit an application by the owner or authorized legal representative.
2. Present a copy of the current identity card or residence card of the applicant or person legally authorized, together with the original for verification of its authenticity.
3. Submit an application to inspect the unloading of the fishing trip just completed, whose report confirms that the entire catch, no less than three hundred metric tons, has been unloaded to national canning companies. Vessels with a lower carrying capacity in accordance with Article No. 5 of Law No. 6267 are exempted from this product volume.
4. Present a receipt of payment of the respective fee.
License by registration (Licencia por registro):
1. Present proof of payment of the fee corresponding to the annual registration of the vessel.
2. Submit an application for the fishing license by the customs agency or the legal representative of the vessel, stating that the product was caught in international waters.
3. Submit an unloading application, whose report states that the entire product, more than 300 metric tons, has been unloaded to national canning companies.
4. Present a certification of ownership of the vessel.
5. Present an authorization authenticated by a lawyer, from the owner or the legal representative of the company that owns the vessel, authorizing the customs agency or a natural person to carry out the fishing permit procedures for the vessel subject to the license.
6. Present a copy of the current identity card or residence card of the authorized person, together with the original for verification of its authenticity.
7. Present a certification from the Inter-American Tropical Tuna Commission stating that the vessel is registered in the Dolphin-Safe Tuna Monitoring Program (Programa de Seguimiento del Atún libre de delfines).
8. Provide an official communication from the ship's captain undertaking to respect the country's legislation and all matters concerning the protection of dolphins that the Inter-American Tropical Tuna Commission has established.
9. Present a certification of Tonnage Measurement (Arqueo) of the vessel, issued by the Maritime Port Division of the MOPT, stipulating the net registered tonnage (TRN) (tonelaje de registro neto) of said vessel, issued no more than three months prior.

Commercial tuna fishing license, for foreign vessels from the second license of the year onward, without the right to a free extension:
1. Submit an application for the commercial tuna fishing license, by the Customs Agency or the legal representative of the vessel.
2. Provide an official communication from the ship's captain undertaking to respect the country's legislation and respect all matters concerning the protection of dolphins and provisions issued by the Inter-American Tropical Tuna Commission.
3. Present a certificate of Ownership of the vessel.
4. Provide a report from the Ship's Captain on dolphin mortality from the previous trip.
5. Present a receipt of payment of the respective tariff at any Bank of the National Banking System.
INCOPESCA must publish in the Official Gazette (Diario Oficial La Gaceta) all these requirements that the administered party must fulfill, so that they can be requested.
