"Article 17.-The Ministry of Environment, Energy and Telecommunications is authorized so that, by means of a reasoned and justified resolution and through a budget transfer, it finances research projects regarding groundwater (aguas subterráneas) that are included in the plans and programs of the National Groundwater, Irrigation and Drainage Service. Likewise, it shall be authorized to finance the development of management, conservation and protection projects for water resources submitted before the Water Directorate for its approval, by the Commission for the Management of the Upper Reventazón River Watershed (COMCURE) created through Law 8023. Both cases must be contemplated in the National Development Plan. In the first case, it is not permitted with these resources to cover administrative and operational expenses. In the case of COMCURE, it shall be permitted in a percentage less than or equal to fifteen percent of the assigned resources, provided it is justified and for the purpose of complying with the effective development of the approved projects."
