Area of Influence of the Municipality: Comprises the entire canton of Pérez Zeledón.
Authorization: A written document by which a determined public authority or private legal person empowers another or others to carry out a determined act. When dealing with authorizations issued between legal persons, they may be given under the format of a "Special Power of Attorney" in accordance with articles 1256 and 1289 of the Civil Code.
Certification: A written document issued by a public or private authority or by a notary public in which attestation is given of the existence of a determined act or relevant legal situation. When emanating from a public authority or notary public, it shall have the character of a public document in accordance with the provisions of article 120 of the Notarial Code and articles 120 and following of the General Public Administration Act.
Record (Constancia): A written document issued by a public or private authority or by a notary public recording the existence of a determined act or relevant legal situation. When emanating from a public authority or notary public, it shall have the character of a public document in accordance with the provisions of article 121 of the Notarial Code and articles 120 and following of the General Public Administration Act.
Sworn Declaration (Declaración Jurada): A written document issued by a natural person (persona física) or by the judicial or extrajudicial representative of a legal person (persona jurídica), in their name and representation, in which a determined act, situation, or relevant legal fact is declared under oath.
For the purposes of this Regulation, sworn declarations may be made before the municipal authority, which shall draw up a record in this regard, or by means of a document signed by the declarant and authenticated by a legal professional.
Copyright: The right of ownership exercised by a public, private, or legal person in accordance with article 275 of the Civil Code and the Copyright Act.
Public Force (Fuerza Pública): Police authority, whether Civil, Rural, or Municipal, which is under the orders of the Ministries of Government and Public Security or of the Municipalities in accordance with the Police Code.
ICT: Costa Rican Tourism Institute (Instituto Costarricense de Turismo) INS: National Insurance Institute (Instituto Nacional de Seguros) INVU: National Institute of Housing and Urbanism Municipal Inspectors: Officials of this municipality charged with ensuring compliance with the rights and obligations of the patent holder (patentado) and the municipality in the exercise of municipal licenses.
Municipal Inspection: A procedure by which a municipal official is designated to carry out a verification through their senses of the rights and obligations of the patent holder (patentado) and the municipality in the exercise of municipal licenses.
Minors: Every natural person (persona física) under eighteen years of age in accordance with the definition provided by the Childhood and Adolescence Code.
MEP: Ministry of Public Education (Ministerio de Educación Pública) MINAE: Ministry of Environment and Energy MOPT: Ministry of Public Works and Transport Municipio: That which is indicated in article 1 of the Municipal Code.
Municipality: For the purposes of this Regulation, it refers to the Municipality of Pérez Zeledón.
Patent Holder (Patentado): A natural or legal person who exercises a patent right over a determined activity duly authorized by the Municipality.
Permanent Patent (Patente Permanente): The right of permanent exploitation over time, according to its validity in the certificate granting it and the laws and regulations that support it, of a determined activity in the area of influence of the municipality.
Temporary Patent (Patente Temporal): The right of non-permanent exploitation over time, according to its validity in the certificate granting it and the laws and regulations that support it, of a determined activity in the area of influence of the municipality.
Special Patent (Patente Especial): The right of according to its validity in the certificate granting it and the laws and regulations that support it, of a determined activity in the area of influence of the municipality.
Permit (Permiso): A written document by which a public or private authority authorizes the carrying out of a determined activity in accordance with its functions delimited by the Principle of Legality.
Natural Person (Persona Física): All those who exercise legal existence and capacity in accordance with articles 31 and 36 of the Civil Code.
Legal Person (Persona Jurídica): All those who exercise legal existence and capacity in accordance with articles 33 and 36 of the Civil Code.
National Road Network: According to article 1 of the General Roads Act (Ley General de Caminos), it is under the administration of the Ministry of Public Works and Transport and corresponds to all highways that fall within any of the following three categories: primary highways, secondary highways, and tertiary highways.
Cantonal Road Network: According to article 1 of the General Roads Act (Ley General de Caminos), they are under the administration of the Municipalities and are classified as neighborhood roads, local streets, and unclassified roads.
Application (Solicitud): A written document, whether or not contained in a form previously designed for this purpose, by which the necessary petitions, consultations, or procedures are submitted to the municipality.
SUGEF: General Superintendency of Financial Entities.
Approval (Visto Bueno): A written document issued by a public or private authority in which it is attested that there is agreement with the situation or act being requested. The existence of the approval (Visto Bueno) may be attested by a stamp affixed to the respective document, provided it is endorsed by a responsible signature and by the name and identification number of the signatory, as well as their telephone number or address.
