The Secretary of Minutes shall have the following functions and duties:
a. To prepare the minutes of the sessions of the Plenary Commission. The sessions may be recorded, subject to the prior agreement of the members of the Plenary Commission.
b. To present at the session all the documents, reports, and background information related to the matters included on the Agenda.
c. To transcribe the minutes into the corresponding ledger and arrange for the signature of the presidency.
d. To follow up on and monitor the execution of the agreements and resolutions of the Plenary Commission and to periodically inform the members of their processing status.
e. To coordinate with the Presidency, or in its absence with the Vice Presidency, the content of the Agenda.
f. To keep a sequential record of the agreements reached by the Plenary Commission per year.
g. To advise and provide the members of the Plenary Commission, expeditiously, the information or documents that they request on any matter of interest in the performance of their functions.
h. To keep the archive containing the texts of laws, regulations, decrees, and directives for the use of the Plenary Commission up to date.
i. To prepare and send the Agenda to the members and, if summoned by the Presidency, to the auxiliary persons.
j. To coordinate and execute all matters of an administrative and logistical nature for the proper functioning of the Secretariat of Minutes and the Plenary Commission.
k. To create and assemble a file for each session, in which all documentation related to it is incorporated, duly foliated, sequentially, for consultation and custody.
l. To receive, review, and process correspondence.
m. To issue certifications of agreements and documents contained in the archives of the Secretariat.
n. To arrange for the legalization of the Official Minute Books of the Plenary Commission before the MINAE Audit Office.
o. To sign the minute book, in the absence of the Secretariat of the Plenary Commission, together with the Presidency.
p. To keep an updated record of the physical or electronic address where members of the Plenary Commission will receive agendas and documentation, as well as telephone numbers where they can be located.
q. To communicate and sign in due course the agreements adopted by the Plenary Commission.
r. To present a sworn declaration of assets in accordance with current regulations.
s. To maintain timely communication with the different departments of SETENA, as well as with Public and Private Institutions; relating to the management of matters submitted for consideration to the Plenary Commission.
t. To establish controls that guarantee efficacy and efficiency in the performance of the Unit's activities.
u. To prepare the schedule of inspections to be carried out during the following quarter, according to the need and urgency and as provided by the General Secretariat of SETENA.
v. To include on the SETENA Website, the minutes approved by the Plenary Commission.
w. Any others assigned to it by laws and regulations, the Presidency of the Plenary Commission, or the Plenary Commission.
THE OPERATION OF THE PLENARY COMMISSION
