Both the generators, the users of the service, as well as the entities authorized by the Municipality for the management of some of the stages of the solid waste management in the canton, are responsible for abiding by the provisions established in this regulation.
The responsibilities of the different actors are as follows:
1. Temporarily store the waste generated in their home or land in such a way that they do not cause any environmental impact and/or risk to their health or that of other people in the community.
2. Place the generated solid waste starting at 5:00 am on the day of collection, in such a way that they do not cause environmental or health impacts.
3. The waste to be collected must be in closed bags or containers. In the event of changes to the disposal thereof by the Municipality, this will be communicated in advance for the taking of respective measures.
4. In the areas where the Municipality offers the selective collection service for valorizable materials, they must be separated from their generation, stored in the respective bags or packaging, and placed separately for the collection service. The identification of the type of waste (valorizable material, ordinary solid waste) must be facilitated by the collector.
5. Valorizable waste such as glass, paper, cardboard, plastic, and aluminum, among others, must be delivered dry and free of organic waste and within the established schedule. The collecting entity may establish other or new conditions for its separation, packaging, and collection, which will be communicated in advance to the users in writing.
6. Deliver their solid waste separated into different containers. The waste container may be disposable or reusable.
7. Sharps waste (Residuos punzo-cortantes) must be individually packaged to minimize the risk to the collection personnel, and must also have identification or a warning that it is material of this type.
8. Place the waste in a medium-height (1m) metal basket, in front of their property, or in a collective container (estañon), within the domain of the public road, in such a way that they cannot be reached by animals.
9. In areas where collective containers are offered, the generator must deposit their solid waste therein, guaranteeing that they will be closed after use.
10. Keep clean the sites with the containers or receptacles where solid waste is placed while awaiting collection.
1. Provide the solid waste collection service in an accessible, periodic, and efficient manner for all users.
2. Guarantee collection in the area under their responsibility. The collection frequency is decided by mutual agreement with the municipal officials. The collector may be the Municipality or a private company to which a concession (concesión) was granted. Regardless of this, the Proposed regulation c) Persons responsible for treatment The Municipality carries out the following waste treatments in its canton:
1. Separation of valorizable material: it will promote the installation of its own recovery centers and will also promote the installation of private centers. The operation and conditions of these centers are defined in a separate agreement/contract; their results regarding the operating hours and materials to be received are made known to the population by the Municipality.
2. Composting (Compostaje): The Municipality will promote the installation of its own composting plants and promotes the installation of private plants. The operation and conditions of these plants are defined in a separate agreement/contract; the information regarding the operating hours and the materials to be received is made known to the population by the Municipality.
4. Cleaning: The Municipality will be responsible for executing the street sweeping and cleaning services for culverts, ditches, sewers, roads and public spaces, as well as the sanitary handling of dead animals on public roads. It is also responsible for preventing and eliminating clandestine solid waste dumps throughout the territory of the canton and the unauthorized stockpiling of solid waste.
