REACTOR ANIMAL: An animal that has been subjected to one or more laboratory assays (ensayos de laboratorio) and has tested positive in at least one of them.
POSITIVE ANIMAL: An animal whose clinical interpretation and epidemiological investigation, conducted by an Official or Officialized Veterinary Doctor, determines that it is infected with Brucella sp.
BOVINE BRUCELLOSIS: A zoonotic, infectious-contagious disease caused by the bacterium Brucella sp that mainly affects breeding-age bovine females.
CERTIFICATE OF BRUCELLOSIS-FREE HERD (CERTIFICADO DE HATO LIBRE DE BRUCELOSIS): An official document that SENASA grants to bovine herds that have met the technical and administrative requirements to be considered free of this disease.
CERTIFICATE OF VACCINATION (CONSTANCIA DE VACUNACIÓN): A certificate issued by SENASA or an officialized veterinary doctor to document the act of vaccination.
CONTROL (CONTROL): A set of sanitary measures aimed at reducing the circulation of the etiological agent in a geographical area or a compartment (herd).
QUARANTINE (CUARENTENA): A sanitary measure based on observation and restriction of the movement of animals, their products and/or by-products, and their waste.
CVO (CVO): Veterinary Operation Certificate (Certificado Veterinario de Operación), issued by SENASA in accordance with Article 56 of Law No. 8495.
MANDATORY PRIVATE CONTROL DISEASE (ENFERMEDAD DE CONTROL PARTICULAR OBLIGATORIO): A disease for which the State has the authority to design, dictate, execute, delegate, authorize, prohibit, or order all actions that the private party must undertake at their own expense to guarantee the health of people, animals, and trade.
BACTERIOLOGICAL ASSAY (ENSAYO BACTERIOLÓGICO): A laboratory procedure by which the etiological agent causing Brucellosis can be identified.
OFFICIALIZED ASSAY (ENSAYO OFICIALIZADO): A laboratory test authorized and audited by SENASA.
SANITARY MOVEMENT GUIDE (GUÍA SANITARIA DE MOVILIZACIÓN): A document prepared by a SENASA official or officialized veterinary doctor who performed the sampling and marking of positive animals, ordering the transport of these to a slaughterhouse or authorizing the transport of animals to another property for fattening purposes.
HERD (HATO): A set of animals of the same species located in an epidemiological unit, permanently or for periods. Animals that, for management reasons, are located in a dry season, breeding, raising, or other phase on a different farm, but which have contact with each other at time intervals, are included within the same herd.
HERD UNDER QUARANTINE (HATO EN CUARENTENA): An epidemiological unit on which SENASA imposes movement restrictions, exit and/or entry of animals, products, and/or by-products, and waste.
FREE HERD (HATO LIBRE): A herd that holds the certificate issued by SENASA upon complying with this Regulation and the "Manual de Procedimientos for the Prevention, Control, and Eradication of Brucellosis in Bovines." POSITIVE HERD (HATO POSITIVO): A herd in which at least one bovine positive for Brucellosis has been detected in the latest sampling.
REACTOR HERD (HATO REACTOR): A herd in which reactor animals for Brucellosis have been identified.
PROGRAM CHIEF (JEFE DEL PROGRAMA): A Veterinary Doctor assigned by the General Directorate of SENASA to coordinate and monitor compliance with the content of this decree and its manual of procedures.
LANASEVE (LANASEVE): National Laboratory of Veterinary Services (Laboratorio Nacional de Servicios Veterinarios).
OFFICIALLY RECOGNIZED SLAUGHTERHOUSE (MATADERO OFICIALMENTE RECONOCIDO): An establishment dedicated to the slaughter of bovines for human consumption and that has a veterinary manager, as well as all current operating permits.
MANUAL DE PROCEDIMIENTOS (MANUAL DE PROCEDIMIENTOS): An administrative resolution issued by the General Directorate of SENASA, published in the Official Gazette La Gaceta, establishing the instructions and procedures for the prevention, control, and eradication of Brucellosis in bovines.
OFFICIALIZED VETERINARY DOCTOR (MÉDICO VETERINARIO OFICIALIZADO): A veterinary medicine professional in private practice, recognized and registered before the Colegio de Médicos Veterinarios de Costa Rica, and authorized by SENASA to perform certain activities in official programs.
SAMPLE (MUESTRA): Blood, tissues, serum, organs, milk, or other materials related to Brucellosis and defined by SENASA, for the purpose of being analyzed through tests to establish the presence of the disease.
PROGRAM (PROGRAMA): Program for the Prevention, Control, and Eradication of Brucellosis in animals.
BIOLOGICAL PRODUCTS (PRODUCTOS BIOLÓGICOS): The reagents, antigens, and vaccines used to diagnose or prevent Brucellosis.
SEROLOGICAL TEST (PRUEBA SEROLÓGICA): A laboratory assay performed on the serum component of blood tissue.
SENASA (SENASA): Acronym for Servicio Nacional de Salud Animal (National Animal Health Service), created by Law No. 8495 of April 6, 2006.
ASSISTANT TECHNICIAN (TÉCNICO ASISTENTE): A person who works under the tutelage and responsibility of the Officialized Veterinary Doctor in accordance with the provisions of Article 48 of Law No. 5395 of October 30, 1973, General Health Law.
LIVESTOCK PRODUCTION UNIT (UNIDAD DE PRODUCCIÓN PECUARIA): A production unit where animals of one or more species are kept and/or raised, with the primary objective of marketing the production from all or some of them.
OFFICIAL VACCINE (VACUNA OFICIAL): A veterinary medicine, duly registered and authorized by SENASA, for use in the prevention of Brucellosis.
