Complete Text of record: 79C7F No. 32117 No. 32117 THE PRESIDENT OF THE REPUBLIC AND THE MINISTERS OF THE PRESIDENCY AND OF LABOR AND SOCIAL SECURITY Exercising the powers conferred upon them by articles 140, subsections 3), 8), and 18) of the Political Constitution, and 25, 26, and 27 of the General Public Administration Act.
Considering:
1860 of April 21, 1955, and its amendments, it is the function of said Ministry to ensure that national policy in the field of social welfare has adequate regulations guaranteeing effective assistance to Costa Ricans, their families, and the community.
7384 of March 16, 1994, which grants it the authority to protect and conserve hydrobiological resources, in order to guarantee living marine resources for future generations, promoting sustainable exploitation of resources through the establishment of closed season periods and areas, issues agreement No. AJDIP/252 of June 4, 2004, published in the Official Gazette (Diario Oficial La Gaceta) No. 113 of Thursday, June 10, 2004.
4760 of May 4, 1971, establishes in its article 2 the purpose of solving the problem of extreme poverty in the country, and in its article 4, subsection e), defines among its founding purposes "to attend to the needs of social groups or persons who must be provided with means of subsistence when they lack them."

31904-MP-MTSS, published in La Gaceta No. 151 of Wednesday, August 4, 2004, the Joint Institute for Social Assistance (IMAS) granted a subsidy to the families of affected fishers who are in said situation, for the sum of seventy-five thousand colones for the period of July and August 2004, an amount that must be supplemented with an additional benefit of a single amount of forty thousand colones to each family, as support for their socioeconomic situation, in light of the second period extending from October 16 to November 15, 2004. Therefore,
DECREE:
IMAS shall grant an additional subsidy of forty thousand colones on a one-time basis, which shall become effective as of the first half of December 2004, to each of the families of the fishers benefited under Decree No. 31904-MP-MTSS.
