Con fundamento en las facultades que les confiere los artículos 140, incisos 3) y 18) y 146) Constitución Política, y el artículo 18 de la Ley Forestal Nº 7575 del 13 de febrero de 1996 y su reglamento, Ley Orgánica del Ambiente Nº 7554 del 4 de octubre de 1995, Decreto Ejecutivo Nº 25721-MINAE del 17 de octubre de 1996, y sus reformas. Decreto Nº 27998-MINAE Principios Criterios Indicadores para el Manejo Sostenible de Bosque Secundario y Certificación Forestal Decreto Ejecutivo Nº 30763-MINAE Principios Criterios Indicadores para el manejo Sostenible de Bosques Naturales y su Certificación en Costa Rica, Ley Nº 6043 Ley de la Zona Marítimo Terrestre del 2 de marzo de 1977, artículos 4 y 5 de la Ley Orgánica del Instituto Costarricense de Turismo y el Decreto Ejecutivo Nº 31045-MOPT del 6 de marzo del 2003.
