General Agreement for economic, technical, and related assistance between the Governments of Costa Rica and the United States of America, signed in San José on the twenty-second day of December of nineteen hundred sixty-one, the text of which is as follows:
GENERAL AGREEMENT FOR ECONOMIC, TECHNICAL AND RELATED ASSISTANCE BETWEEN THE GOVERNMENT OF COSTA RICA AND THE GOVERNMENT OF THE UNITED STATES OF AMERICA Whereas the Government of Costa Rica and the Government of the United States of America wish to forge an Alliance for Progress based on self-help, mutual effort, and common sacrifice, intended to help meet the needs for better housing, jobs, land, health, and schools of the peoples of Latin America, and Whereas the Act of Bogotá recommends the implementation of an inter-American social development program aimed at the execution of measures to improve rural welfare, land use (uso de la tierra), housing, community services, educational systems, training services, and public health, and for the mobilization of local resources, and Whereas the Government of Costa Rica and the Government of the United States of America agree on the need for specific action plans aimed at promoting economic progress and improvement of the welfare and standard of living of all the peoples of Latin America, and Whereas the Government of the United States of America has the intention of providing to the Latin American countries that participate in the Alliance for Progress, the economic, technical, and related assistance that they request and that the Government of the United States of America approves, in light of the resources available for the purpose and the self-help programs and measures contemplated in the Act of Bogotá; Therefore, the Government of Costa Rica and the Government of the United States of America hereby agree as follows:
