roads, streets, squares, and other public places; it shall be obligated to repair, with equal or superior quality, the damages caused, in coordination with the competent authorities.

One month after this law enters into force, four members shall be appointed to complete the Board of Directors; of these, two shall correspond to those appointed directly by the Municipality of the Central canton of Cartago and two to the Executive Branch.
To maintain the adequate rotation of the members of the Board of Directors, upon the expiration of the current directors' terms, the Executive Branch shall appoint one director and the Municipality shall designate two; in this latter case, the appointments must indicate the term adjustments.
TRANSITORY PROVISION II.- When a municipality transfers a public service to the Municipal Electrical Service Administrative Board of Cartago and the corresponding personnel, in accordance with the final paragraph of Article 2 of this law, the Board shall be authorized to contribute to the payment of the severance assistance (auxilio de cesantía) of the officials.
They shall be recognized, as severance assistance (auxilio de cesantía), one month's salary or fraction thereof for each year or fraction of seniority in the service of the respective municipality. The latter shall pay for the years it is legally authorized to do so, and the remainder shall be assumed by the Board. Said salary shall be the average of the last six gross salaries earned.
TRANSITORY PROVISION III.- During the first six months following the entry into force of this law, the Board of Directors may carry out an internal reorganization, seeking to retain the current employees to the extent possible and as public interest dictates. The employees who it is necessary to dispense with or those who request the termination of the employment relationship shall receive as severance assistance (auxilio de cesantía) the payment of one month's salary or fraction thereof for each year of seniority recognized by the Municipal Electrical Service Administrative Board of Cartago, for vacation and annuity purposes. Said salary shall be the average of the last six gross salaries earned. These employees may not be appointed again as employees of said Board until after five years have elapsed.
