The Commission shall meet ordinarily on the day and time it decides by firm agreement, and extraordinarily when called by its president or, at the request of any of its members, prior call by the president.
To meet in extraordinary session, a written call shall always be necessary, with a minimum of twenty-four hours' notice, except in cases of urgency duly justified by the president of the Commission.
A copy of the agenda must be attached to calls to a session of the Commission, unless due to cases of urgency justified by its president.
Nevertheless, the Commission shall be validly constituted without meeting all the requirements regarding the call or the agenda, when all its members attend and so agree unanimously.
Sessions shall ordinarily take place at the ICT except when the Commission has previously agreed to hold its sessions in another venue in consideration of the principles of economy, simplicity, celerity, efficiency, or convenience.
The sessions of the Commission must be recorded and backed up on a digital medium that guarantees their integrity and archiving in accordance with current legislation. It shall be the obligation of all members of the Commission to verify that the session recording is made, and failure to do so shall constitute a serious fault.
The quorum to validly meet shall be that of an absolute majority of the totality of members composing the Commission (half plus one). Agreements shall be adopted by an absolute majority (half plus one) of the members present.
The sessions of the Commission must begin within thirty minutes following the time indicated for this purpose. After the indicated thirty minutes, if there is no quorum, it shall be recorded in the minutes prepared for this purpose, stating the name of the members present, and the Commission may validly meet on a second call twenty-four hours after the time set for the first. Only in cases of urgency, which must be justified in the corresponding minutes unanimously by the members of the Commission present, may it meet after the half-hour noted above, and for this, the attendance of one-third of its members shall be sufficient.
The sessions of the Commission shall always be private, but its members may agree, unanimously by those present, that the general public or certain invited persons have access to it, granting them or not the right to participate in the deliberations with voice, but without vote.
