34361 is hereby amended, the text of which shall read:
"Article 5° — The Coordination Bodies c) Regional - Municipal - District - Communal: The following are considered within this group:
c.i. Regional Emergency Committees: They shall be composed of the regional directors or heads of public institutions and private, civil and non-governmental representatives with coverage in the regional coverage area. The regions of the country in which the regional committees are organized shall be consistent with the regionalization system established by MIDEPLAN. Institutional representation on the regional emergency committees shall be defined by the institutional heads before the Presidency of the NATIONAL COMMISSION FOR RISK PREVENTION AND EMERGENCY RESPONSE, the body that shall formalize the composition of these committees. They perform their function under the coordination, advice, control and follow-up of the NATIONAL COMMISSION FOR RISK PREVENTION AND EMERGENCY RESPONSE, which shall appoint only one regional emergency committee for each region.
c.ii. Municipal Emergency Committees: They shall be composed of the persons with the highest authority from public institutions in the canton, as well as private, civil and non-governmental representatives. Each canton and municipal intendancy shall have one CME. Coordination shall be the responsibility of the person holding the position of mayor or municipal intendant, according to the rules established in the Regulation for the organization and functioning of the regional, municipal, district and communal emergency committees. Follow-up and supervision shall be the responsibility of the Operations Management Unit.
c.iii. District Emergency Committees: They shall be implemented in those districts that, in accordance with Law Nº 8173 of 7 December 2001, have a District Municipal Council and have elected a district intendant.
c.iv. Communal Emergency Committees: They shall be composed of representatives of civil society organizations present in the communities, including non-governmental organizations and private enterprise. In all cases, their participation is considered voluntary, but subject to the response planning and procedures of the CMEs. Their sphere of action is the community level, understood as a human collectivity that inhabits a specific geographic space, which may be smaller than the political-administrative district level and larger than or equal to a settlement. Their organization, follow-up and advice shall be the responsibility of the municipal emergency committees, with the supervision and support of the Operations Management Unit.
The participation of public officials in said committees shall be considered part of their ordinary responsibilities."
