1. Fishing-related activities: any operation in support of, or in preparation for, fishing, including the landing, packaging, processing, transshipment, or transport of fish that has not been previously landed at a port, as well as the provision of personnel, fuel, fishing gear, and other supplies at sea.
2. Costa Rican Jurisdictional Waters: All waters where the Costa Rican State exercises sovereignty, control, administration, and surveillance, which also exercises jurisdiction at sea up to 200 nautical miles.
3. Jurisdictional Waters of other coastal States: All marine areas under the sovereignty or jurisdiction of another coastal State in accordance with its domestic legislation and applicable international law.
4. High Seas: All parts of the sea not included in the exclusive economic zone, the territorial sea, or the internal waters of a State, nor in the archipelagic waters of an archipelagic State.
5. PSMA: Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing and its Annexes. Law No. 9321 published in La Gaceta No. 196 of October 8, 2015.
6. Executing Authority: Costa Rican Institute of Fisheries and Aquaculture or its acronym (AE).
7. CSC: Monitoring, Control, and Surveillance Center of INCOPESCA: A unit of INCOPESCA responsible for the monitoring, control, and surveillance of the vessels regulated in this regulation through the system comprising all equipment (hardware), software, and communication services, whose purpose is to identify the fishing activities carried out by the vessels and determine their location, route, and position at sea.
8. TD: Tracking device, is the installed device that allows the tracking, location, control, and safety of the vessels.
9. DGT: General Technical Directorate of INCOPESCA.
10. Vessel: any vessel, ship of another type, or boat used, equipped to be used, or intended to be used for fishing or fishing-related activities.
11. Foreign fishing vessel: Any foreign vessel holding a fishing license issued by INCOPESCA or one holding a fishing license issued by its country of origin that requests access to jurisdictional waters for the purpose of unloading fishery products in duly authorized Costa Rican ports.
12. National fishing vessel: Any vessel registered in the national vessel registry and flying the Costa Rican flag, with a Fishing license issued by INCOPESCA and engaged in Fishing in Costa Rican Jurisdictional Waters or international waters to which Costa Rica has access in accordance with international law.
13. GLONASS: Global Navigation Satellite System (GLONASS, for its acronym in Russian). Refers to a radionavigation system that, through the use of satellites, allows the position of objects on the earth's surface (land, sea, or air) to be located.
14. GNSS: Global Navigation Satellite System (GNSS). Constellation of satellites that transmits ranges of signals used for positioning and localization anywhere on the globe. The system allows the determination of geographic coordinates and altitude of a given point as a result of the reception of signals from constellations of artificial Earth satellites for navigation purposes. It encompasses the GPS and GLONASS satellite systems.
15. GPS: Global Positioning System (GPS). Refers to a radionavigation system that, through the use of satellites, allows the position of objects on the earth's surface (land, sea, or air) to be located.
16. INCOPESCA: Costa Rican Institute of Fisheries and Aquaculture.
17. LPA: Fisheries and Aquaculture Law, Law No. 8436.
18. OJP: Fisheries Legal Body of INCOPESCA.
19. IMO: International Maritime Organization.
20. OSPESCA: Organization of the Fisheries and Aquaculture Sector of the Central American Isthmus.
21. Fishing: means the searching for, catching, gathering, or collecting of marine species or any activity that can reasonably be expected to result in the attracting, locating, catching, extracting, or collecting of marine species; 22. IUU FISHING: Illegal, unreported, and unregulated fishing. IUU (For its acronym in English).
23. Satellite Provider: Company authorized by INCOPESCA to provide the satellite data communication service to and from the CSC; and to perform the maintenance of said equipment.
24. National port: a site in the national territory duly authorized by the competent authority of Costa Rica, where all terminals and other facilities for landing, transshipment, packaging, processing, refueling, or resupply are located.
25. SICA: Central American Integration System.
26. SLSC: Tracking, monitoring, and control system. A set of computer programs and equipment used for the tracking, monitoring, control, and safety of vessels.
27. SISPA: Integrated System of Fisheries and Aquaculture Services.
28. UTC: Coordinated Universal Time or UTC is the primary time standard by which the world regulates clocks and time.
29. VMS: Vessel Monitoring System (VMS).
General Provisions
