For the purposes of this regulation, the following terms are understood as:
Administrator of public funds: Official who, due to their duties and powers, can dispose of and determine the use of resources, property, and rights owned by SINAC.
Bond (Caución): Guarantee or surety that must be provided by the official who is in charge of the collection, custody, or administration of public funds and securities, which must be provided from their own personal assets (peculio) by means of a fidelity policy issued by an insurance entity.
Cashier (Cajero): Official responsible for performing the collection procedures derived from the sale of entrance tickets to Protected Wild Areas.
Custodian of public funds or securities: Official who, by virtue of their duties, keeps or is in charge of resources, negotiable instruments, property, or owned rights belonging to SINAC.
Public funds: Those monetary resources, securities, and other current assets owned by the State, organs, companies, or public entities.
SINAC official: A person who is appointed on a temporary or permanent basis, whose salary is covered with resources from the National Parks Fund or from the government transfer called the SINAC Fund.
Technical contract supervisor (Fiscalizador técnico de contrato): Official designated by the Executive Director or the Director of the Conservation Area to act as the technical supervisor of framework agreements, framework contracts, or procurement proceedings, who must carry out objective control of the contractual execution, fully complying with the administrative procurement process, as stipulated in the Administrative Procurement Law No. 7494 and the Regulation to the Administrative Procurement Law No. 33411.
Fidelity policy: Its purpose is to indemnify the losses that a third party suffers due to fraud (dolo) or gross negligence (culpa grave) arising from the pecuniary responsibilities that the insured may incur in the performance of their position under their direction and control.
Collector of public funds: Official who, due to their duties, collects or receives public revenues on behalf of the State.
