in the entirety of the text - Complete Text of Norm 42004 Declaration of public utility for the Association of the aqueduct of the Cuarros de Tárcoles settlement Complete Text of record: 177E98 Nº 42004-MJP (This executive decree was rendered null and void by article 1 of executive decree N° 45110 of June 23, 2025) THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF JUSTICE AND PEACE Based on the provisions of articles 140, subsection 18) and 146 of the Political Constitution, article 32 of the Law of Associations Nº 218 of August 8, 1939, and articles 27 and following of the Regulation to the Law of Associations Nº 29496-J, published in La Gaceta Nº 96 of May 21, 2001, as well as the provisions of article 3, subsection ch) of the Income Tax Law Nº 7092, and articles 103 and 104 of the Code of Tax Rules and Procedures Nº 4755.
I.-Article 32 of the Law of Associations Nº 218 of August 8, 1939, and its amendments, grants the Executive Branch the power to declare of public utility simple, federated, or confederated associations, whose development and activities are particularly useful for the interests of the State, and which thereby contribute to solving a social need.
II.-The Association of the Aqueduct of the Cuarros de Tárcoles Settlement, legal entity identification number: 3-002-251159, was registered in the Associations Registry of the National Registry on September 16, 1999, volume 460, entry 13222, and file 11495.
III.-The primary purpose pursued by the Association, according to its bylaws, is: "A) To create and administer the Rural Aqueduct of the Cuarros de Tárcoles Settlement of Garabito." IV.-Such purposes solve a social need of the highest order, for which reason they merit the support of the Costa Rican State. Therefore, They decree:

I.-El artículo 32 de la Ley de Asociaciones Nº 218 de 8 de agosto de 1939 y sus reformas, confiere al Poder Ejecutivo la potestad de declarar de utilidad pública a las asociaciones simples, federadas o confederadas, cuyo desarrollo y actividades sean particularmente útiles para los intereses del Estado, y que por ello contribuyan a solventar una necesidad social.
II.-La Asociación del Acueducto del Asentamiento de Cuarros de Tárcoles, cédula de persona jurídica número: 3-002- 251159, se inscribió en el Registro de Asociaciones del Registro Nacional desde el día 16 de setiembre de 1999, tomo 460, asiento 13222 y expediente 11495.
III.-El fin primordial que persigue la Asociación, según sus estatutos, es: "A) Crear y Administrar el Acueducto Rural del Asentamiento de Cuarros de Tárcoles de Garabito".
IV.-Tales fines solventan una necesidad social de primer orden, por lo cual merecen el apoyo del Estado costarricense. Por tanto,
