throughout the entire text - Complete Text of Norm 41981 Public Utility Declaration for the Administrative Association of the Los Alpes Aqueduct Complete Text of act: 132D45 N° 41981-MJP THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF JUSTICE AND PEACE Pursuant to the provisions of articles 140, subsection 18) and 146 of the Political Constitution, article 32 of the Associations Law No. 218 of August 8, 1939 and articles 27 and following of the Regulations to the Associations Law No. 29496-J, published in La Gaceta No. 96 of May 21, 2001, as well as the provisions of article 3, subsection ch) of the Income Tax Law No. 7092 and articles 103 and 104 of the Code of Tax Rules and Procedures No. 4755.
I.-Article 32 of the Associations Law No. 218 of August 8, 1939 and its amendments, grants the Executive Branch the power to declare of public utility simple, federated or confederated associations, whose development and activities are particularly useful for the interests of the State and thereby contribute to addressing a social need.
II.-The Administrative Association of the Los Alpes Aqueduct, legal entity identification number 3-002-204100, was registered in the Associations Registry of the National Registry on November 18, 2004, volume 436, entry 13341 and file 8660. (Folio 36).
III.-The primary purposes pursued by the association, according to its bylaws, are: "a) Build a rural aqueduct in the Los Alpes Housing Project. b) Administer, operate and maintain the aqueduct in good condition, in accordance with the provisions and regulations issued by AYA in this regard. c) Obtain the effective participation of the community in the construction and maintenance of the aqueduct. d) Collaboration in the programs and campaigns of an educational nature that are undertaken. e) Help explain and disseminate AYA's provisions and regulations within the community. f) Cooperate with the plans, projects and works undertaken by AYA in the community. g) Participate in the monitoring and protection of the water storage sources of the aqueduct, prevent their contamination and help protect the region's hydrographic basins." IV.-Such purpose addresses a social need of the highest order, for which reason it deserves the support of the Costa Rican State. Therefore, They Decree:

I.-El artículo 32 de la Ley de Asociaciones N° 218 de 8 de agosto de 1939 y sus reformas, confiere al Poder Ejecutivo la potestad de declarar de utilidad pública a las asociaciones simples, federadas o confederadas, cuyo desarrollo y actividades sean particularmente útiles para los intereses del Estado y que por ello contribuyan a solventar una necesidad social.
II.-La Asociación Administradora de Acueducto Los Alpes, cédula de persona jurídica número 3-002-204100, se inscribió en el Registro de Asociaciones del Registro Nacional desde el día 18 de noviembre del 2004, tomo 436, asiento 13341 y expediente 8660. (Folio 36).
III.-Los fines primordiales que persigue la asociación, según sus estatutos, son: "a) Construir un acueducto rural en el Proyecto Vivienda Los Alpes. b) Administrar, operar y conservar en buenas condiciones el acueducto, de acuerdo con las disposiciones y reglamentos que al respecto emita el AYA. c) Obtener la participación efectiva de la comunidad, en la construcción y mantenimiento del acueducto. d) Colaboración en los programas y campañas de índole educativa que se emprenda. e) Ayudar a explicar y divulgar en la comunidad las disposiciones y reglamentos de AYA. f) Cooperar con los planes, proyectos y obras que emprenda AYA en la comunidad. g) Participar en la vigilancia y protección de las fuentes de almacenamiento del acueducto, evitar las contaminaciones de las mismas y ayudar a la protección de las cuencas hidrográficas de la región". IV.-Tal fin solventa una necesidad social de primer orden, por lo cual merecen el apoyo del Estado costarricense. Por tanto,
