in the entirety of the text - Complete Text of Norm 41561 Declaration of public and national interest of the "Decarbonization Plan Commitment of the Bicentennial Government" Complete Text of act: 12A594 No. 41561-MP-MINAE THE PRESIDENT OF THE REPUBLIC, THE MINISTER OF THE PRESIDENCY AND THE MINISTER OF ENVIRONMENT AND ENERGY In exercise of the powers and attributions conferred upon them by articles 140 subsections 3), 8), 18) and 20) and 146 of the Political Constitution; 25 subsection 1), 27 subsection 1) and 28 subsection 2) subparagraph b) of the General Law of Public Administration No. 6227;
I.That our country has set out to lay the foundations of the new 21st-century economy, capable of responding to changes in the global context, transitioning towards a green economy that promotes the use and sustainable utilization of natural resources, thereby demonstrating that it is possible to fulfill the commitments undertaken in the 2030 Development Agenda.
II.That under this vision, significant advances have been achieved in prior decades, including an electricity grid that is more than 95% emission-free and very low deforestation rates with a forest cover (cobertura boscosa) exceeding 52% of the territory.
III.That our country is clear that Decarbonization and resilience are based on the principles of inclusion, respect for human rights and gender equity; and its planning requires a balance between the long-term vision and immediate actions that chart the course between current goals and 2050, consistent with the fulfillment of the objectives of the 2030 Agenda and the Paris Agreement.
IV.That for this reason, a "Decarbonization Plan Commitment of the Bicentennial Government" has been prepared, which is being used as the basis for the construction of our National Development and Public Investment Plan (2018-2022), and the Costa Rica 2050 Strategic Plan (Long-Term Strategy), which will feed the country's system of ambition and transparency, and will be the basis for updating and improving our next Nationally Determined Contributions or NDCs.
V.That the actions of this plan are presented in 10 sectoral axes with policy packages in three periods: start-up (2018-2022), inflection (2023- 2030) and massive deployment (2031-2050), and 8 cross-cutting Strategies to enhance the change.
VI.That these 10 axes chart paths of change in the key areas to reverse the growth of greenhouse gas emissions, as well as to foster modernization and revitalization of the economy under a green growth vision.
VII.That to consolidate this process of transformational change, it is necessary to modernize the institutional framework, the fiscal framework, the educational system under comprehensive approaches, with social, financial, environmental and technological considerations that are sought to be addressed with the cross-cutting strategies, which will feed the updating and formulation of new sectoral policies, and the country's public investment system.
VIII.That the implementation of this Plan is imbued with high public interest, and will therefore be coordinated from the Presidency, with support from the Ministry of Planning MIDEPLAN, the Ministry of Environment and Energy MINAE, and the Ministry of Finance.

l. Que nuestro país se ha propuesto sentar las bases de la nueva economía del siglo XXI, capaz de responder a los cambios del contexto mundial, transitando hacia una economía verde, que promueve el uso y aprovechamiento sostenible de los recursos naturales, demostrando así que es posible cumplir los compromisos adquiridos en la Agenda 2030 de desarrollo.
II.Que bajo esta visión, se han logrado avances importantes en décadas previas, incluyendo una red eléctrica en más dé un 95% libre de emisiones y muy bajas tasas de deforestación con una cobertura boscosa que supera el 52% del territorio.
III.Que nuestro país tiene claro que la Descarbonización y la resiliencia están basadas en los principios de inclusión, respeto por los derechos humanos y equidad de género; y su planificación requiere un balance entre la visión de largo plazo y acciones inmediatas que tracen la ruta entre las metas actuales y el 2050, congruentes con el cumplimiento de los objetivos de la Agenda 2030 y del Acuerdo de París.
IV.Que por ello, se ha elaborado un "Plan de Descarbonización Compromiso del Gobierno del Bicentenario", el cual está siendo utilizado como la base para la construcción de nuestro Plan Nacional de Desarrollo e Inversiones Públicas (2018-2022), y el Plan Estratégico Costa Rica 2050 (Estrategia de Largo Plazo), lo cual alimentará el sistema de ambición y transparencia del país, y será la base para la actualización y mejora de nuestras próximas Contribuciones Nacionalmente Determinadas o NDCs
V.Que las acciones de este plan se presentan en 10 ejes sectoriales con paquetes de políticas en tres periodos: inicio (2018-2022), inflexión (2023- 2030) y despliegue masivo (2031-2050), y 8 Estrategias transversales para potenciar el cambio.
VI.Que estos 10 ejes trazan rutas de cambio en las áreas claves para revertir el crecimiento de emisiones de gases de efecto invernadero, así como fomentar la modernización y dinamización de la economía bajo una visión de crecimiento verde.
VII.Que para consolidar este proceso de cambio transformacional, se requiere modernizar la institucionalidad, el marco fiscal, el sistema educativo bajo enfoques integrales, con consideraciones sociales, financieras, ambientales y tecnológicas que se buscan abordar con las estrategias transversales, lo cual alimentará la actualización y formulación de nuevas políticas sectoriales, y el sistema de inversión pública del país.
VIII.Que la implementación de este Plan está revestido de un alto interés público, por lo que se coordinará desde Presidencia, con apoyo del Ministerio de Planificación MIDEPLAN, el Ministerio de Ambiente y Energía MINAE, y el Ministerio de Hacienda.
