4558 of April 22, 1970, is hereby reformed and shall read as follows:
"Article 6.- The fifty meters of the maritime-terrestrial zone from the ordinary high-water mark shall be inalienable and may in no case be subject to lease or sale. Therefore, no one may claim any right whatsoever over said strip, which shall be dedicated to public use for leisure, recreation, or free movement purposes. The buildings or installations currently located in that zone may not be remodeled, and in the event of their destruction, any new construction must respect that inalienable zone.
Notwithstanding, within the fifty-meter strip of the maritime-terrestrial zone from the ordinary high-water mark of the sea beach, located between the mouth of the Barranca River and the western end of the city of Puntarenas, known as la Punta, which is placed under the dominion of the Municipality of the central canton of the province of Puntarenas, land may be leased for tourism facilities by that municipality."
