I.—That by Executive Decree Nº 31626-S of September 22, 2003, published in La Gaceta Nº 26 of February 6, 2004, the Executive Branch enacted the "Regulation for the reproduction and responsible ownership of companion animals".
II.—That Executive Decree Nº 31626-S, in subsection 2.2) of Article 50, establishes, among other special sanitary measures, the ablation of animals' vocal cords, which conflicts with the protection and welfare of the same.
III.—That in order to avoid mistreatment of animals, and aware of the importance of respect for the life and welfare of living beings, it is deemed necessary and timely to reform the aforementioned Article 50 subsection 2.2). Therefore,

II.-Que el Decreto Ejecutivo Nº 31626-S, en el inciso 2.2) del artículo 50, establece entre otras medidas sanitarias especiales, la ablación de las cuerdas vocales de los animales, lo cual riñe contra la protección y el bienestar de los mismos.
III.-Que en aras de evitar el maltrato a los animales, y conscientes de la importancia al respeto a la vida y bienestar de los seres vivos, se considera necesario y oportuno reformar el artículo 50 inciso 2.2) supra citado. Por tanto,
