OPERATING REGULATIONS FOR THE PIER OF PUERTO QUEPOS

General Provisions

CHAPTER I

22161-MOPT in La Gaceta No. 95 of Wednesday, May 19, 1993. Furthermore, as established by the Law of the Republic No. 1721 of December 1953, amended by Law No. 4964 of March 1972, and Law No. 8461, which clarifies that it is the competence of the Costa Rican Institute of Pacific Ports (INCOP) to exercise the functions of Port Authority of the Pacific Coast of Costa Rica.

I.N.C.O.P.: Costa Rican Institute of Pacific Ports.

Facilities (Instalaciones): All port infrastructure works intended to provide any care and facility to vessels and cargo.

Vessel (Buque): Any watercraft intended for maritime navigation that is used for the transport of cargo and/or passengers, cabotage, or tourism.

G.R.T.: Gross Registered Tonnage of the vessel, is the total capacity of the ship expressed in tons of 100 cubic feet.

Pier (Muelle): Part of the Port's infrastructure, intended for the vessel's stay for the purpose of facilitating its loading and unloading operations.

Client (Cliente): Any natural or legal person who requests and pays for a service and complies with the rules established by the Institute.

Supplies (Insumos): Each of the factors involved in the production of goods or services.

ISPS Code (Código PBIP): International Ship and Port Facility Security Code.

PFSO (OPIP): Port Facility Security Officer

The Administration of the Quepos Pier shall take the necessary precautions to have the security requirements at the pier that allow it to implement the ISPS Code (Código PBIP); the conditions determined herein shall form an integral part of this Regulation.

However, after 18:00 hours (6:00 p.m.), no vehicle may enter the port enclosure, except in the case of a qualified emergency or with the due authorization of the Pier Administration.

These must be removed once the operation is concluded, at the client's expense.

Non-compliance shall result in the corresponding disciplinary and legal sanction.

Description of Services

CHAPTER II

MARGIN-LEFT: 24pt" class="Pa61">a) Stay (Estadía): Corresponds to the occupation that the vessel makes of the pier while berthed.

Tariff unit: Meter of length-hour or fraction.

Description of services:

1)Sport or recreational fishing vessels.
2)Artisanal fishing vessels.
3)Yachts and pleasure boats.
4)Commercial vessels.
5)Cruise ships.
b)Wharfage (Muellaje): Consists of the use that the cargo makes of the pier facilities in transit from or to the vessel.

Tariff unit: Metric ton or fraction.

c)Supply of supplies (insumos): This service consists of provisioning supplies to pier users.
1)Fuel.

Tariff unit: Metric ton (MT).

2)General Cargo (any cargo including water).

Tariff unit: Metric ton (MT).

d)Vehicle entry to the pier facilities: Every vehicle entering the pier facilities must pay its toll, and also comply with the current regulations and what is indicated in Articles 27, 28, and 29 of this regulation.

Tariff unit: Vehicle.

e)Passenger embarkation and disembarkation: Passengers disembarking or boarding cruise ships must pay for the use of the facilities.

Tariff unit: Per person f) Passengers in transit: Passengers boarding or disembarking pleasure boats, tourist boats, and cruise ships must pay for the use of the facilities.

Tariff unit: Per person.

g)Anchoring of vessels in the roadstead (rada): Positioning of a vessel in waters established for anchoring.

Tariff unit: The G.R.T. according to the tariff structure.

h)Pier cleaning: Consists of cleaning the pier occupied by vessels and the facilities affected by the operation of said vessel. This service shall be provided by the provider of the cargo service at all berths with personnel contracted for cleaning. Its tariff is per metric ton embarked and/or disembarked.
i)Any other service offered mainly to large vessels shall be governed by the General Regulations of Port Services of INCOP and its tariff provisions.

On the Entry and Stay of Persons and Vehicles at the Facilities of the Puerto Quepos Pier

CHAPTER III

MARGIN-LEFT: 24pt" class="Pa61">a) Officials or employees of INCOP, duly identified.

b)Vessel employees or persons who, by reason of work, must remain within the facilities, provided they are duly identified with their pass.
c)Tourists who must board a vessel of a tour operator that provides services from the pier.
d)Those authorized by the Pier Administrator.

a)Travel on the lanes indicated for that purpose.
b)Respect the indicated speed limit.
c)Park in the places indicated for that purpose.
d)Turn off the engine while loading or unloading takes place.
e)Not carry out repairs, and in case of breakdowns, they must be removed from the pier facilities immediately.
f)Not stay more than 15 minutes at the Pier facilities, provided that some loading or unloading task is being carried out.

a)All vehicles owned by INCOP or under its administration.
b)Private vehicles authorized by the Executive Presidency, General Management of INCOP, or the Pier Administration and the Port Facility Security Officer (Protección de las instalaciones Portuarias).
c)Any vehicle that has paid its toll and whose business is at the pier. (In the case of water transport operators, shipping agencies, they shall pay the toll ticket only once provided they are entering for administrative support tasks related to the service provided to them, and not when transporting tourists. The application shall be for only one vehicle per operator).

Likewise, no person who is in an apparent state of intoxication may enter.

There are three types of passes:

b)Owners or administrators of vessels.
c)Temporary (Temporales).

On the Supply of Supplies (insumos)

CHAPTER IV

Upon violation of this condition, a formal notification shall be made regarding the corrective measures that would be applied, and in the case of a repeat offender, entry to the port enclosure of the infringing vehicle shall be denied.

For this purpose, the vessels' representatives must coordinate the pertinent arrangements with the INCOP official stationed at the pier access gate, ensuring adequate and safe order for persons, vehicles, and pier infrastructure.

On the Use and Handling of Machines

CHAPTER V

On Invoicing and Collection of Services

CHAPTER VI

Said request must clearly indicate the identification of the service requested, under a presentation format which shall contain, among other things, the name of the requester, identity card number, description of the services requested, and vessel data.

The request shall be signed by the client or their representative, previously accredited as such before the Administration of the Quepos Pier, for which purpose the latter shall keep a registry of the signatures of persons empowered by the user to assume the responsibilities implied by the provision of the service.

However, when the deposit balance reaches an amount sufficient for at least two services, they must again pay the difference in order to renew the corresponding deposit.

The person in charge of making the bank deposit shall report every business day to the Institution's Accounting Area the income report.

The amount of the deposit must be paid in cash or certified checks, provided that the General Management of INCOP authorizes the Pier Administration to receive checks drawn on banks of the National System.

A settlement shall be carried out based on the previously made deposit.

If the settlement balance results in a credit for the user, the amount shall be credited for application to future services.

Final Provisions

CHAPTER VII

As for the clients of the pier facilities who fail to comply with the provisions established herein, they shall receive the following sanctions:

a)A written warning, if they are not a repeat offender; this applies in minor cases.
b)Suspension of the service provision or the entry pass to the pier facilities for 15 days the first time.
c)Complete cancellation of the service provision or the pass or entry permit to the pier facilities.

REGLAMENTO DE OPERACIÓN PARA EL MUELLE DE PUERTO QUEPOS

CAPÍTULO I

Disposiciones generales

Además, conforme lo establece la Ley de la República Nº 1721 de diciembre de 1953, reformada por Ley Nº 4964 de marzo de 1972 y ley Nº 8461 en la cual aclara que es competencia del Instituto Costarricense de Puertos del Pacífico (INCOP) las funciones de Autoridad Portuaria del Litoral Pacífico de Costa Rica.

I.N.C.O.P.: Instituto Costarricense de Puertos del Pacífico.

Instalaciones: Toda obra de infraestructura del puerto destinada a brindar cualquier atención y facilidad a los buques y a la carga.

Buque: Cualquier embarcación destinada a la navegación marítima que se utiliza para el transporte de carga y/o pasajeros, de cabotaje o turismo.

T.R.B.: Tonelada de Registro Bruto del buque, es la capacidad total del barco expresada en toneladas de 100 pies cúbicos.

Muelle: Parte de la infraestructura del Puerto, destinada para la estadía del buque a efecto de facilitar sus operaciones de carga y descarga.

Cliente: Toda persona natural o jurídica que solicita y pague por un servicio y acatando las normas establecidas por el Instituto.

Insumos: Cada uno de los factores que intervienen en la producción de bienes o servicios.

Código PBIP: Código para la protección de buques e instalaciones Portuarias.

OPIP: Oficial de Protección de las Instalaciones Portuarias

La Administración del Muelle de Quepos tomará las previsiones necesarias para contar con los requerimientos de seguridad en el muelle, que le permitan implantar el Código PBIP, las condiciones que se determinen en este formarán parte integral de este Reglamento.

Sin embargo, después de las 18 horas (6.00 p.m.) no podrá ingresar vehículo alguno al recinto portuario, a excepción de una emergencia calificada o con la debida autorización de la Administración del Muelle.

Estos deben ser retirados una vez concluida la operación por cuenta del cliente.

El incumplimiento acarreará la sanción disciplinaria y legal correspondiente.

De la descripción de los servicios

CAPÍTULO II

MARGIN-LEFT: 24pt" class="Pa61">a) Estadía: Corresponde a la ocupación que hace la nave del muelle mientras se encuentra atracada.

Unidad de tarificación: Metro eslora-hora o fracción.

Descripción de servicios:

1)Embarcaciones de pesca deportiva o recreativa.
2)Embarcaciones de pesca artesanal.
3)Yates y embarcaciones de placer.
4)Embarcaciones comerciales.
5)Cruceros.
b)Muellaje: Consiste en la utilización que hace la carga de las instalaciones del muelle en tránsito de o hacia la nave.

Unidad de tarificación: Tonelada métrica o fracción.

c)Suministro de insumos: Este servicio consiste en el aprovisionamiento de insumos a los usuarios del muelle.
1)Combustible.

Unidad de tarificación: Tonelada métrica (TM).

2)Carga General (cualquier carga incluyendo agua).

Unidad de tarificación: Tonelada métrica (TM).

d)Ingreso de vehículos a las instalaciones del muelle: Todo vehículo que ingrese a las instalaciones del muelle deberá pagar su peaje, además cumplir con la normativa vigente y lo indicado en el artículo 27, 28 y 29 de este reglamento.

Unidad de tarificación: Vehículo.

e)Embarque y desembarque de pasajeros: Los pasajeros que desembarquen o aborden cruceros deberán pagar por el uso de las instalaciones.

Unidad de tarificación: Por persona f) Pasajeros en tránsito: Los pasajeros que aborden o desembarquen embarcaciones de placer, turísticas y cruceros deberán pagar por el uso de las instalaciones.

Unidad de tarificación: Por persona.

g)Fondeo de embarcaciones en la rada: Posicionamiento de un buque en aguas establecidas para el anclaje.

Unidad de tarificación: El T.R.B. según la estructura tarifaria.

h)Limpieza de muelle: Consiste en la limpieza del muelle ocupado por las naves y las instalaciones afectadas por la operación de dicha nave. Este servicio será prestado por el prestatario del servicio de carga en todos los puestos de atraque con el personal contratado para el aseo. Su tarifa es por tonelada métrica embarcada y/o desembarcada.
i)Cualquier otro servicio ofrecido principalmente a embarcaciones mayores, se regirá por el Reglamento General de Servicios Portuarios de INCOP y sus disposiciones tarifarias.

Del ingreso y permanencia de personas y vehículosa las instalaciones del muelle de puerto Quepos

CAPÍTULO III

MARGIN-LEFT: 24pt" class="Pa61">a) Funcionarios o empleados del INCOP debidamente identificados.

b)Empleados de las naves o personas que por razón de trabajo deban permanecer dentro de las instalaciones siempre y cuando estén debidamente identificados con su pase.
c)Los turistas que deban abordar una nave de algún tour operador que brinde los servicios desde el muelle.
d)Las que autorice el Administrador del Muelle.

a)Transitar por las vías señaladas para tal fin.
b)Respetar el límite de velocidad que se indique.
c)Estacionarse en los lugares indicados para tal efecto.
d)Detener el motor mientras se realiza la carga o descarga.
e)No efectuar reparaciones y en caso de averías deberán ser retirados de las instalaciones del muelle de inmediato.
f)No permanecer más de 15 minutos en las instalaciones del Muelle siempre y cuando se esté realizando alguna labor de carga y descarga

a)Todos los vehículos propiedad del INCOP o bajo su administración.
b)Vehículos particulares autorizados por la Presidencia Ejecutiva, Gerencia General del INCOP o la Administración del Muelle y el Oficial de Protección de las instalaciones Portuarias.
c)Todo vehículo que haya pagado su peaje y que su quehacer sea en el muelle. (En el caso de los operadores del transporte acuático, agencias navieras, pagarán por una sola vez el tiquete de peaje siempre y cuando ingresen en labores de apoyo administrativo al servicio que se les brinda y no así cuando transporten turistas. La aplicación será solo para un vehículo por operador).

Así mismo, no podrá ingresar persona alguna que se encuentre en aparente estado de ebriedad.

CAPÍTULO V

De la facturación y el cobro de los servicios

CAPÍTULO VI

Dicha solicitud deberá indicar claramente la identificación del servicio que solicita, bajo un formato de presentación el cual contendrá entre otras cosas nombre del que lo solicita, cédula de identidad, descripción de los servicios a solicitar y datos de la embarcación.

La solicitud será firmada por el cliente o su representante, previamente acreditado como tal ante la Administración del Muelle de Quepos, para lo cual ésta llevará un registro de firmas de las personas facultadas por el usuario para contraer las responsabilidades que implica la prestación del servicio

El encargado de efectuar el depósito del banco reportará todos los días hábiles al Área de Contabilidad de la Institución el informe de ingresos.

El importe del depósito debe ser pagado en dinero efectivo o cheques certificados siempre y cuando la Gerencia General del INCOP autorice a la Administración del muelle a la recepción de cheques contra Bancos del Sistema Nacional.

Se efectuará una liquidación sobre la base del depósito previamente efectuada.

En caso de que el saldo de la liquidación sea acreedor, su importe le será acreditado para aplicarse a próximos servicios.

CAPÍTULO VII

Disposiciones finales

En lo que corresponde a los clientes de las instalaciones del muelle que incumplan las disposiciones aquí establecidas recibirán las siguientes sanciones:

a)Con una advertencia escrita, si no es reincidente, ésta en casos menores.
b)Con la suspensión de la prestación del servicio o del pase de ingreso a las instalaciones del muelle por 15 días la primera vez.
c)Con la anulación total de la prestación de los servicios o del pase o permiso de entrada a las instalaciones del muelle

Operating Regulations for the Puerto Quepos DockReglamento de Operación para el Muelle de Puerto Quepos

Artículo 1 — This article establishes the general precepts under which clients, officials, workers, and employees, both of INCOP and private individuals, shall be subject according to the General Regulations of Port Services of the Institute and Executive Decree No.

Artículo 2 — For the purposes of this set of rules, the following concepts are defined:

Artículo 3 — This Regulation shall function as an Appendix to the General Regulations of Port Services of INCOP, according to its Article 2.

Artículo 4 — The operating hours of the services provided at the pier shall be defined by the Administration according to convenience and needs, provided that the internal rules that INCOP has established are respected.

Artículo 6 — Any damage to the facilities (instalaciones) and equipment owned by INCOP or under its administration, caused by third parties, shall be compensated by the responsible party at the real cost of the damage.

Artículo 7 — Clients or private individuals shall not be permitted to leave trash or waste inside the pier facilities.

Artículo 8 — Any claim related to the provision of services or their billing must be directed to the Services Comptroller's Office or to the Port Operations Management.

Artículo 9 — INCOP workers shall be prohibited from purchasing products on the vessels.

Artículo 11 — No vessel may use the berthing fender without the due authorization of the Pier Administration.

Artículo 12 — The Administration of the Quepos Pier reserves the right to designate the berthing order of the vessels or limit their stay at the pier, when this is required for operational reasons.

Artículo 13 — No vessel shall be berthed, unberthed, or moved from its berth without the authorization of the Administration of the Puerto Quepos Pier.

Artículo 14 — Vessels shall be attended following the order of arrival, provided that the pier facilities or the users and officials stationed at it are not exposed to danger.

Artículo 15 — Any vessel that is not going to work immediately after its arrival at the pier shall lose its berthing right, as well as those that, being anchored and whose turn for berthing corresponds, do not do so.

Artículo 16 — Any vessel that endangers or damages the pier facilities shall not be berthed.

Artículo 17 — The captain or the person in charge of each vessel shall ensure that their watercraft is ready to unberth or change location, when in the judgment of the Pier Administration it is necessary to do so.

Artículo 18 — Once operations are completed, every vessel must vacate the berth immediately.

Artículo 20 — In the event of fire or any other accident of imminent danger on board, the vessel must be unberthed immediately.

Artículo 21 — The Pier Administration may order the suspension of work and the unberthing of a vessel when it considers that the manner and conditions of work harm the operations at the Puerto Quepos Pier, the service to other vessels, or damage in any way the pier facilities.

Artículo 22 — The embarkation or disembarkation of passengers from pleasure and tourist boats shall be at the own risk of those in charge of said activity.

Artículo 23 — Every service provided at the facilities of the Puerto Quepos Pier shall be subject to the regulations and tariff provisions.

Artículo 24 — The tariff structure shall comprise the following services:

Artículo 25 — The control of entry, exit, and stay of persons and vehicles within the pier facilities shall be governed by what this article indicates, and in the case of circumstances not covered, the legal and regulatory provisions that INCOP has established shall also govern.

Artículo 26 — Entry and stay within the pier facilities shall only be permitted for the following persons:

Artículo 27 — Drivers of vehicles within the facilities of the pier must:

Artículo 28 — Every driver, client, and any other person must refrain from reckless or dangerous acts within the Pier facilities that may cause accidents or expose the health of persons.

Artículo 30 — Vehicle entry is prohibited, except in the following cases:

Artículo 31 — The consumption of alcoholic beverages within the port facilities is strictly prohibited.

Artículo 33 — All persons entering, with the exception of Institution officials or employees stationed at the Quepos Pier, must indicate to the officer the reasons for their visits to the pier.

Artículo 34 — Every person linked to the activity within the pier must obtain a pass to be able to enter its facilities.

Artículo 35 — Temporary passes shall be granted to occasional workers of the users who must constantly perform tasks within the pier facilities, which shall be issued based on a note signed by the owner(s) of the vessels for whom they work.

Artículo 36 — Passes for crew members shall be granted according to what is stipulated in the navigability certificate of the vessel and must contain the name of the vessel.

Artículo 37 — All passes must bear a recent photograph of the owner, a registration number, and must also indicate the expiration date.

Artículo 38 — Upon entering the pier facilities, every person must hand over their pass at the entry post (card or badge) to the security officer, which shall be returned to them upon exit; they must also comply with the provisions given in this chapter.

Artículo 39 — When a person has lost their card, they must report it to the Pier Administration, which shall process the issuance of a new card, prior to the presentation of a photocopy of the identity card and the respective passport-size photograph.

Artículo 40 — The Administration of the Puerto Quepos Pier shall keep the control and record of the passes granted, together with the port security officer (PFSO, OPIP).

Artículo 41 — A pass granted to a person does not authorize the entry of their private vehicle, which shall be under another regulation.

Artículo 42 — The Pier Administration and the Port Security Officer of Puerto Quepos may deny the entry permit to persons who do not comply with the provisions of this chapter.

Artículo 44 — The sale of fuel, drinking water, electrical power, and other supplies at said pier shall be carried out solely by the personnel designated by the supplying company for that purpose.

Artículo 45 — The Administration of the Puerto Quepos Pier shall define the hours and mode of operation for the sale of supplies, provided it does not interfere with the rules of this Regulation or those of the Institution.

Artículo 47 — Entry to the pier (restricted area) shall not be permitted for those vehicles whose owners are employees of the Quepos Pier Terminal or those belonging to crew members of vessels carrying out activities at the pier, which must remain outside the restricted area.

Artículo 48 — Under no circumstances shall entry to the port enclosure be permitted for more than three vehicles (cars, minibuses, microbuses, or taxis), according to the arrival of the vessel that will carry out the service.

Artículo 49 — All machinery used at the pier facilities shall be under the strict supervision of the Administration and shall have the respective civil liability insurance.

Artículo 51 — It is prohibited for any worker to wear open shirts and other objects such as chains, bracelets, or any type of personal accessories and clothing that could be caught by moving machinery (cranes, forklifts, etc.) or snagged by cargo handling devices.

Artículo 52 — The service of any machine for cargo handling shall be regulated by a tariff structure in which the charge to be levied is established.

Artículo 53 — Every client, regardless of their class, who needs the services provided at the pier or in any way uses the facilities or amenities provided, must request them in writing and at least 48 hours in advance.

Artículo 54 — The interested party, upon submitting the service request, shall do so before the Pier Administration, which must authorize, channel, and expedite the corresponding procedures.

Artículo 57 — The value of the deposit shall be communicated to the Invoicing Section of the Accounting Area upon receiving the request.

Artículo 58 — Once the service has been provided, the respective charges shall be presented in an invoice for that purpose.

Artículo 59 — If the charge for the services provided exceeds the deposit, the user must immediately pay the corresponding difference; failure to do so allows the Pier Administration to suspend or cancel services in the future.

Artículo 60 — In case of doubt regarding the interpretation of this Regulation, it shall correspond to the Board of Directors of INCOP to correctly interpret the contained provisions.

Artículo 61 — For any vessel that does not comply with the provisions stipulated in this Regulation, the Pier Administration shall deny the permit to berth at said pier.

Artículo 62 — The provisions contemplated must be strictly observed by all INCOP workers and private individuals who make use of the pier facilities or who, for reasons of visit or work, transit or remain within them.

Artículo 63 — INCOP workers who do not comply with the rules of this article shall be sanctioned as provided by the Autonomous Service Regulations of the Institution and the respective legislation.

Artículo 64 — Any service or regulation not covered by this Article shall be covered by the General Regulations of Port Services of INCOP.

Artículo 65 — All regulations approved by the Board of Directors of INCOP shall be applicable to the Puerto Quepos Pier.

Artículo 66 — This Regulation repeals the previous one.

Artículo 2 — Para lo que atañe a este conjunto de normas se definen los siguientes conceptos:

Artículo 3 — Este Reglamento funcionará como Apéndice del Reglamento General de Servicios Portuarios de INCOP, según su Artículo 2.

Artículo 4 — El horario de funcionamiento de los servicios prestados en el muelle será definido por la Administración según la conveniencia y necesidades, siempre y cuando se respeten las normas internas que el INCOP ha establecido.

Artículo 6 — Todo daño a las instalaciones y equipos propiedad de INCOP o bajo su administración, causados por terceros, será indemnizado por el responsable en el costo real del daño.

Artículo 7 — No se permitirá a los clientes o particulares dejar basuras o desperdicios dentro de las instalaciones del muelle.

Artículo 8 — Todo reclamo que se relacione con la prestación de servicios o su cobro, debe dirigirse a la Contraloría de Servicios o a la Gerencia Operaciones Portuarias.

Artículo 9 — A los trabajadores del INCOP les será prohibida la compra de productos en las naves.

Artículo 10 — Los Oficiales (servicio de vigilancia) destacados en el muelle, seguirán las normas y directrices establecidas por la Administración del Muelle de Puerto Quepos o en su efecto el encargado de la Seguridad Portuaria (Oficial Protección de las Instalaciones Portuarias).

Artículo 11 — No podrá ninguna nave utilizar la pantalla de atraque sin la debida autorización de la Administración del muelle.

Artículo 12 — La Administración del Muelle de Quepos se reserva el derecho de designar el orden de atraque de las naves o limitar su permanencia en el muelle, cuando esto se requiera por razón de orden operativo.

Artículo 13 — Ninguna nave será atracada, desatracada o cambiada de atracadero sin la autorización de la Administración del Muelle de Puerto Quepos.

Artículo 14 — Las naves serán atendidas siguiendo el orden de arribo, siempre y cuando no se expongan las instalaciones del muelle o a los usuarios y funcionarios destacados en él.

Artículo 15 — Perderá el derecho de atraque toda nave que no vaya a trabajar inmediatamente después de su arribo al muelle, así como las que estando fondeadas y les corresponda el atraque, no lo efectúen.

Artículo 16 — Toda nave que ponga en peligro o dañe las instalaciones del muelle no será atracada.

Artículo 17 — El capitán o el responsable de cada nave cuidará que su embarcación se encuentre lista para desatracar o cambiar de sitio, cuando a juicio de la Administración del muelle sea necesario hacerlo.

Artículo 18 — Terminadas las operaciones, toda nave deberá abandonar el puesto de atraque de inmediato.

Artículo 20 — En caso de incendio o algún otro accidente de peligro inminente abordo, la nave debe ser desatracada inmediatamente.

Artículo 22 — El embarque o desembarque de pasajeros de embarcaciones de placer y turísticas, se hará por cuenta y riesgo de los encargados de dicha actividad.

Artículo 23 — Todo servicio que se brinde en las instalaciones del Muelle de Puerto Quepos estará sujeto a las regulaciones y las disposiciones tarifarias.

Artículo 24 — La estructura tarifaria comprenderá los siguientes servicios:

Artículo 26 — Únicamente se permitirá el ingreso y permanencia dentro de las instalaciones del muelle a las siguientes personas:

Artículo 27 — Los conductores de vehículos dentro de las instalaciones del muelle deben:

Artículo 28 — Todo conductor, cliente y cualquier otra persona debe abstenerse de actos imprudentes o peligrosos dentro de las instalaciones del Muelle que puedan originar accidentes o exponer la salud de las personas.
