Act (Acta): Document by which recommendations of a technical nature and certification of compliance or non-compliance with those recommendations, or of the execution of phytosanitary measures (medidas fitosanitarias) in accordance with the Law of Phytosanitary Protection and its regulations, are given.
Seedbed (Almácigo): A defined area where developing plant material is located, which will be selected for transfer to the nursery (vivero) or definitive field.
Budwood Bank (Banco de Yemas): A group of plants of recognized origin, genetic identity, and phytosanitary quality (calidad fitosanitaria), destined for obtaining budwood (yemas) for reproduction.
Phytosanitary Quality (Calidad fitosanitaria): It is the physical and health condition of every plant produced in a nursery (vivero), germination bed (semillero), seedbed (almácigo), or budwood bank (banco de yemas).
Phytosanitary Certification (Certificación fitosanitaria): Use of phytosanitary procedures leading to the issuance of a phytosanitary certificate.
Certificate (Certificado): Official document that attests to the phytosanitary status of any shipment subject to phytosanitary regulations.
Phytosanitary Certificate (Certificado fitosanitario): Certificate designed according to the certificate models of the International Plant Protection Convention (IPPC).
Devitalization (Desvitalización): Procedure that eliminates the capacity for germination, growth, or subsequent reproduction of plants or plant products.
Technical Provisions (Disposiciones Técnicas): All measures that the phytosanitary authorities of the Directorate recommend to obtain a good phytosanitary quality (calidad fitosanitaria) of the produced plant material.
Fruit Trees (Frutales): Trees and shrubs that produce fruit, all citrus trees, and avocado are included within this concept.
Germplasm (Germoplasma): Plants intended for use in improvement or conservation programs. Phytosanitary Measure (Medida Fitosanitaria): Any legislation, regulation, or official procedure that has the purpose of preventing the introduction and/or dissemination of quarantine pests or limiting the economic repercussions of regulated non-quarantine pests (International Standards for Phytosanitary Measures - ISPM No. 5).

Pest (Plaga): Any species, race, or biotype of plant or animal, or pathogenic agent harmful to plants or plant products (FAO, 1990: revised FAO, 1995; IPPC, 1997) (Thus reformed the previous definition by Article 1 of Executive Decree No. 42167 of October 29, 2019) Mother Plant (Planta Madre): Plant used as a producer of seed or vegetative parts intended for reproduction.
Plants (Plantas): Living plants and parts thereof, including seeds (semillas) and germplasm (germoplasma) (Thus added the previous definition by Article 2 of Executive Decree No. 42167 of October 29, 2019) Plants for Planting (Plantas para plantar): Plants intended to remain planted, to be planted, or replanted (International Standards for Phytosanitary Measures-ISPM No. 5).

National Program for Propagative Plant Material (Programa Nacional de Material Vegetal Propagativo): The competent body for registration administration and responsible for carrying out the administrative procedure thereof.

Nursery (Vivero): Site where plants from seedbeds (almácigos) or germinators are located to be grafted or recreated.
Surveillance (Vigilancia): An official process by which information on the presence or absence of a pest (plaga) is collected and recorded using surveys, monitoring, or other procedures (International Standards for Phytosanitary Measures-ISPM No. 5).

Budwood (Yemas): Shoot of a plant from which branches, leaves, and flowers develop.
