a- Access (Acceso): road onto which a lot or property fronts.
b- Lodge (Albergue): establishment of rustic, comfortable characteristics, which provides lodging service especially to naturalists or groups united by a common interest or activity. There are several modalities whose characteristics and additional services vary according to their specialization, and based on them the most appropriate denomination will be given.
c- Maximum height (Altura máxima): established from the ground to the ridge point of the building (edificación).
d- Furnishings (Amueblado): set of urban elements, such as benches, trash cans, tables, posts, signs, and plaques that support services, for user comfort.
e- Apartotel or Villa (Apartotel o villa): establishment that provides lodging service for a daily or monthly rate, and that has the following characteristics:
1. It is constituted by apartment-type units, each with one or more bedrooms, private bath, living-dining room, and kitchen.
2. It occupies the entirety of a building or a part absolutely independent of it, and its dependencies constitute a homogeneous whole, with entrances for the exclusive use of the establishment, the complex, or the residential villa.
3. Includes floor and maintenance service in the rate.
4. Has parking for guests' vehicles.
f- Green area (Área verde): grassy or tree-lined open areas, of public, communal use, destined for recreation and ornamentation.
g- Barrier (Barrera): element that serves as a separation between lots, patios, or gardens on properties.
h- Cabin (Cabina): establishment that provides lodging service for a daily or monthly rate, with units that are independent, with one or more bedrooms, private bath, kitchen, independent entrance from the outside, and with parking for guests' vehicles.
i- Campgrounds (Campamentos): establishment that provides rental service for a daily or monthly rate, of duly delimited and conditioned lands to facilitate outdoor life, in which one spends the night in a tent, habitable trailer, or similar.
j- Guest house (Casa de huéspedes): establishment similar to a boarding house (pensión) but that does not offer food service.
k- Use Certification (Certificación de uso): document in which the possibility of designating a portion of land for the construction of the works covered in this Regulation is established. Said certificate shall be issued by the Municipality of Golfito at the request of the interested party.
l- Concession (Concesión): public contract between the Municipality and the concessionaire (concesionario), which grants the latter the right to use the land on a lot on the Zona Marítimo Terrestre.
m- Concessionaire (Concesionario): legal entity, individual or corporation that holds a concession right in the Zona Marítimo Terrestre.
n- Condohotel (Condohotel): hotel establishment in which the ownership of the property is covered by the Horizontal Property Law, No. 3670 of March 22, 1966, and in which the hotel operation is guaranteed through an administration contract with a hotel operating company that assumes the functions corresponding to the administrators according to the law and those derived from the hotel nature.
o- Conservation (Conservación): in urban planning, it is the action that, in accordance with the provisions of Urban Development Plans, is oriented to maintaining the ecological balance, the good state of material works (buildings, monuments, plazas, and parks) and, in general, everything that constitutes the historical, cultural, and social heritage of population centers.
p- Construction (Construcción): any structure that is fixed or incorporated onto land: includes any work of building, reconstruction, remodeling, or expansion that implies permanence.
q- Density (Densidad): consists of the number of temporary or permanent residents per unit area (in this case the estimated unit area is the hectare).
r- Net density (Densidad neta): shall be understood as the ratio of inhabitants divided by the total surface area of occupied land, previously deducting road surfaces.
s- Right-of-way (Derecho de vía): is the measurement of the public use zone, taken between the demarcation lines established by the Ministerio de Obras Públicas y Transportes (MOPT), the corresponding Municipality, or a Regulatory Plan.
t- Ecotourism (Ecoturístico): land use (uso de suelo) characterized by maintaining an adequate human-environment-sustainability relationship, both in natural history activities, adventures, or similar, and in the relationship between buildings and the sustaining environment.
u- Buildings (Edificaciones): all those works destined for habitation, work, recreation, tourism, etc.
v- Hotel (Hotel): is a type of establishment with a minimum of twenty rooms, or more according to the category that corresponds to it, that provides lodging service for a daily rate, as well as food, at the client's choice. It must occupy the entirety of a building or a part of it absolutely independent, with dependencies that constitute a homogeneous whole, with entrances, hallways, stairs, and elevators for the exclusive use of the establishment.
w- Residential Hotel (Hotel residencia): is a hotel that does not offer food service.
x- Building index (Índice de edificabilidad): the building index is a constant and specific value according to each use, be it tourist residential, tourist commercial, tourist lodging, etc. This result consists of the total number of square meters of habitable construction, permitted on any number of floors (plantas).
y- Offender (Infractor): individual, legal entity, or any government agency that does not comply with this Zoning Regulation.
z- Infrastructure (Infraestructura): services and installations of an urban character, such as: roads, drainage, aqueducts, sewerage, electricity, telephony, and other similar.
a-1 Lot (Lote): a parcel of land of any size, whether given in concession or in private property.
b-1 Tourist Motel (Motel turístico): is a type of hotel establishment that provides lodging service for a daily rate and has the following characteristics:
1. Offers travelers parking for their vehicles within the same establishment.
2. Is preferably located outside urban centers and in the proximity of public highways.
3. Has a minimum of five rooms, all with private bath and independent entrance from the outside.
4. The building does not exceed two floors and it is indicated on their exterior, by means of luminous signs that allow their easy reading from the highway both day and night, whether there are vacancies or not.
c-1 Number of floors (Número de plantas): shall be understood as total floors or total or partial coverage of the floor area (mezzanine counts as one floor or story).
d-1 Occupancy (Ocupación): (maximum capacity) consists of the percentage of land that can be covered by constructed areas, habitable or not, such as accesses, parking areas (parqueos), pools, and other non-natural covers; the internal green areas (áreas verdes) are considered residual areas not included in the occupancy percentage, which must be destined for gardens, lakes, fruit trees, ornamentals, etc.
e-1 Boarding House (Pensión): is a type of small establishment that is normally family-run, with a minimum capacity of three rooms and that offers food service on a full board or half board plan, at a single global rate.
f-1 Owner (Propietario): is the person(s), company(ies), or agency(ies) that holds title to land adjacent to the Zona Marítimo Terrestre.
g-1 Protection (Protección): is that area in which urban works are subject to restrictions.
h-1 Forest regime (Régimen forestal): set of provisions of a legal, economic, and technical nature, established by the Ley Forestal and its regulations, decrees, and resolutions derived from its application that regulates the conservation, protection, and rational use of forests and forest lands.
i-1 Ecotourism Residence (Residencia ecoturística): construction for vacationing or permanent residence, that is integrated with the surrounding environment and where the necessary precautions are taken to minimize the impact on the lands.
j-1 Setbacks (Retiros): non-built open spaces between a structure and the boundaries of the respective property.
k-1 Site (Solar): size or dimension of a property or parcel of any size, whether given in concession or in private property.
l-1 Urbanization (Urbanización): is the subdivision (fraccionamiento) and habilitation of land for urban purposes through the opening of streets and provision of services.
m-1 Use (Uso): private utilization of areas or properties (predios).
n-1 Permitted Use (Uso permitido): is that use of the property or lot, over which the concessionaire (concesionario) has the possibility of designating their land without more restrictions than those indicated herein and prior processing of the construction permits required by the Municipality of Golfito.
o-1 Conditional Use (Uso condicional): is that which, while not being the most recommendable for the land conditions, does not generate conflict with the permitted uses (usos permitidos). This use can be given to a land, prior special authorization from the Municipality and the Instituto Costarricense de Turismo, through a certificate.
p-1 Conflicting Use (Uso conflictivo): is that which does not conform to the zoning indicated in the Regulatory Plan. Conflicting uses are not permitted under any condition.
q-1 Public road (Vía pública): spaces destined for the circulation of vehicles or pedestrians.
r-1 Tourist Dwelling (Vivienda turística): is a type of establishment that provides lodging service for a daily or monthly rate, with units that are independent, with one or more bedrooms, private bath, kitchen, independent entrance from the outside, and with parking for guests' vehicles.
s-1 Single-family dwelling (Vivienda unifamiliar): is the building provided with habitable areas destined for the lodging of a single family.
t-1 Zoning (Zonificación): is the division of a territory into use zones (zonas de uso), for the purpose of its rational development.
