A- ARESEP: Public Services Regulatory Authority.
B- Competent Authorities: ICT, ARESEP, MINAE, TAX POLICE, RECOPE, National Coast Guard Service, Public Force Delegates, Port Captaincies of the General Directorate of Maritime Transport of the Ministry of Public Works and Transport, Fuel Control and Administration Section (SCAC), Directorates, Regional and Subregional Offices of INCOPESCA C- Beneficiary: Individual or legal entity with a valid tourist fishing license, who requests preferential-price fuel personally or through a special power of attorney (poder especial), as established in this Regulation.
D- Catch: Quantity of fish caught, exclusively for sport, recreation, tourism, or hobby purposes, so its commercialization shall not be permitted under any circumstances.
E- Fuel: Refers to the fuel (gasoline, regular and diesel) used by vessels with a tourist fishing license.
F- Reconciliation: Matching balances of fuel liters authorized at a preferential price by INCOPESCA through purchase orders, with those liters sold and invoiced by RECOPE in the same period.
G- Contracts: Documents containing the different clauses expressing the conditions to which the beneficiaries, the Fishing Organizations, and INCOPESCA are bound with regard to the fuel recommended at a preferential price.
H- Fishing Days: Period of time dedicated to the fishing day, which covers from the departure from its port of operation to its return, given as an average of 9 hours per day.
I- Tourist Fishing Vessels: national vessels owned by individuals or legal entities, to provide for-profit services to those users who wish to engage in tourist fishing.
J- Conversion Factor: Corresponds to the value required to convert the horsepower (Hp) to kilowatts (Kw) of the propulsion engines of the vessels. Said conversion factor is equal to 0.7453.
K- National Tourist Fishing Fleet: Set of national vessels with a valid fishing license, used for the tourist fishing established in the Fisheries and Aquaculture Law Nº 8436.
L- Travel Hours: Hours of absence elapsed from the departure of the vessel to the end of the fishing trip.
M- INCOPESCA: Costa Rican Institute of Fisheries and Aquaculture.
N- Fishing Organizations: bodies formed by fishers and related activities, such as associations, cooperatives, and unions, with valid legal status and duly accredited before INCOPESCA.
O- Tourist Fishing Organizations: bodies formed exclusively by individuals or legal entities, administrators or owners of vessels with a valid tourist fishing license, including their crew.
P- Tourist Fishing: Fishing activity carried out by national or foreign individuals, for the purpose of catching, with personal fishing tackle appropriate for the purpose, aquatic fishery resources in continental or jurisdictional waters or in the Exclusive Economic Zone, for commercial purposes and exclusively tourist purposes, carried out on a permanent basis.
Q- Port: Place of departure or arrival of fishing vessels.
R- Home Port of Operation: Port chosen by the permit holder to regularly provision their vessel.
S- RECOPE: Costa Rican Petroleum Refinery S. A.
T- Fuel Control and Administration Section (SCAC): INCOPESCA unit responsible for the Administration, Supervision, and Control of the efficient use of the fuel recommended at a preferential price.
U- Special Power of Attorney: Individuals or legal entities duly authorized by the beneficiary, appointed through a duly registered notarial document.
