1That with the purpose of obtaining better prices in the market and guaranteeing the quality and freshness of the product, the transshipment of fishery products has been used as a normal practice within the Costa Rican fishing sector, especially by vessels engaged in commercial fishing that need to travel great distances to capture and utilize the marine resource.
2That in order to effectively regulate and control the rational utilization of the marine resource, allowing for greater economic yield, it is necessary to establish and dictate measures aimed at adequately regulating this type of activity.
3That based on the provisions of Law 7384, the Costa Rican Institute of Fisheries and Aquaculture has the legal authority to regulate matters concerning the processes of utilization, extraction, transshipment, commercialization, industrialization, and protection of aquatic fishery resources.
