in the entirety of the text - Complete Text of Norm 29451 Establishes the Guaymí Indigenous Reserve of Altos San Antonio Complete Text record: 9F5EE No. 29451-G No. 29451 THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF GOVERNANCE AND POLICE, AND PUBLIC SECURITY In accordance with the provisions of Article 140 of the Political Constitution, in its Subsections 3) and 18), and based on Law No. 5251 of July 11, 1973 and its amendments, Indigenous Law No. 6172 of November 29, 1977, and Law No. 7316 of November 3, 1992 (ILO Convention No. 169) Articles 13 and 14).

1That there exists a nucleus of indigenous population of the Guaymí ethnic group settled for many years in the sector of Altos de San Antonio, District 03 Canoas, Canton 10 Corredores, Province 06 Puntarenas.
2That the indigenous community of Altos de Antonio has requested for several years from the Executive Branch the benefit of indigenous reserve status, so that the Guaymí Indigenous Reserve of Altos de San Antonio be established.
3That the Guaymí indigenous community of Altos de San Antonio requests the benefit and equality of rights that the rest of the Costa Rican indigenous population enjoys, protected under indigenous legislation No. 6172 and Law 7316 of ILO Convention No. 169.
4That the National Commission on Indigenous Affairs (Comisión Nacional de Asuntos Indígenas, CONAI) has already conducted the boundary studies of the area to be proposed as an indigenous reserve jointly with the indigenous community of Altos de San Antonio. Therefore,

Decree:

Starting from the point with coordinates N 288 050 E 591 800 (Landmark of 911m, located on the Costa Rica - Panama border line). From there, a straight line is followed to the point with coordinates N 287 950 E 591 700. Then continue with a straight line to the point with coordinates N 287 940 E 591 525. This point intersects the waters of the main spring (naciente principal) of the Callejonuda stream, therefore the reserve boundary follows downstream along this stream to its confluence with the Coloradito River, at coordinates N 283 625 E 587 775. From there, proceed upstream along the Coloradito River to the point with coordinates N 283 085 E 588 500, the point where the Brujo stream empties into the Coloradito River. Continue upstream along the Brujo stream to the point with coordinates N 283 265 E 589 000. From there, a straight line to the point with coordinates N 283 150 E 589 250. A small stream drawn on the map by contour lines is intersected there, and continue along this stream upstream to the point with coordinates N 282 900 E 589 580. From there, a straight line to the point with coordinates N 283 075 E 590 175. From this last point, the reserve boundary passes through the following coordinate points that cross the summit of Fila de Cal: N 283 550 E 590 605, N 283 650 E 590 750, N 283 650 E 590 930, N 283 800 E 591 125. This last point intersects one of the springs (nacientes) of the Brujo stream, the boundary continuing upstream along this spring drawn on the map by contour lines to the point with coordinates N 283 550 E 591 830. This last point is located on the Costa Rica - Panama border line. From there, the reserve boundary takes a northeast direction, following the Costa Rica - Panama border line to the point with coordinates N 284 000 E 592 250. A point where the direction changes, continuing northwest, always following the border line, to the point with coordinates N 288 050 E 591 800, the point of origin of this description.

Artículos 13 y 14).

1Que existe un núcleo de población indígena de la etnia Guaymí asentado desde hace muchos años en el sector de Altos de San Antonio, Distrito 03 Canoas, Cantón 10 Corredores, Provincia 06 Puntarenas.
2Que la comunidad indígena de Altos de Antonio, ha solicitado por varios años al Poder Ejecutivo el beneficio del estatuto de reserva indígena, de manera que se establezca la reserva indígena Guaymí de Altos de San Antonio.
3Que la comunidad indígena Guaymí de Altos de San Antonio, solicita el beneficio e igualdad de derechos que el resto de la población indígena costarricense, amparados a la legislación indígena N° 6172 y a la Ley 7316 del Convenio N° 169 de la O.I.T.
4Que la Comisión Nacional de Asuntos Indígenas ( CONAI), ya realizó los estudios de límites del área a proponer como reserva indígena conjuntamente con la comunidad indígena de Altos de San Antonio. Por tanto,

Decretan:

Partiendo del punto de condenadas N 288 050 E 591 800, (Hito de 911m, ubicado en línea fronteriza Costa Rica - Panamá. De ahí, se sigue una recta al punto de coordenadas N 287 950 E 591 700. Se continúa con una recta al punto de coordenadas N 287 940 E 591 525. Este punto interseca aguas de la naciente principal de la quebrada Callejonuda, por lo que el límite de la reserva, sigue aguas abajo por esta quebrada, hasta su confluencia con el río Coloradito, en coordenadas N 283 625 E 587 775. A partir de ahí, se toma aguas arriba por el Río Coloradito, hasta el punto de coordenadas N 283 085 E 588 500, punto donde desemboca la quebrada Brujo sobre el Río Coloradito. Se continúa aguas arriba por la Quebrada Brujo, hasta el punto de coordenadas N 283 265 E 589 000. De ahí una recta al punto de coordenadas N 283 150 E 589 250. Ahí se interseca una pequeña quebrada dibujada en el mapa por curvas de nivel y se continúa por esta quebrada aguas arriba hasta el punto de coordenadas N 282 900 E 589 580. De ahí, una recta al punto de coordenadas N 283 075 E590175. De este último punto, el lindero de la reserva pasa por los siguientes puntos de coordenadas que atraviesan la cima de Fila de Cal: N 283 550 E 590 605, N 283 650 E 590 750, N 283 650 E 590 930, N 283 800 E 591 125. Este último punto interseca una de las nacientes de la quebrada Brujo, continuando el lindero aguas arriba por esta naciente dibujada en el mapa por curvas de nivel, hasta el punto de coordenadas N 283 550 E 59l 830. Punto este último que se ubica en línea fronteriza Casta Rica - Panamá. A partir de ahí, el límite de la reserva toma rumbo noreste, siguiendo el límite fronterizo Costa Rica - Panamá, hasta el punto de coordenadas N 284 000 E 592 250. Punto donde se cambia de rumbo, siguiendo con dirección noroeste, siempre siguiendo el límite fronterizo, hasta el punto de coordenadas N 288 050 E 591 800 punto de origen de la presente descripción.

Artículo 1 — —The Guaymí Indigenous Reserve of Altos de San Antonio is hereby established, which is located on the cartographic sheet of the National Geographic Institute (Instituto Geográfico Nacional, IGN), scale 1:50,000 Canoas 3641 IV and is located by the points whose coordinates are:
