Creates the National Program of Biological Corridors No. 33106 THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF ENVIRONMENT AND ENERGY In exercise of the powers conferred by subsections 3) and 18) of Article 140 and 146 of the Political Constitution, Article 27 of the General Public Administration Law, Law No. 6227, of May 2, 1978; and

1. 1That within the Framework of the XIX Summit Meeting of Central American Presidents, held in Panama City on July 11 and 12, 1997, they signed the document entitled "Creation of the Mesoamerican Biological Corridor Initiative: Concept, Commitments, and General Guidelines, CCAD-CCAP."
2. 2That the Central American Presidents expressed the political will to fulfill the conservation strategies described at said Summit and recognized that the Mesoamerican Biological Corridor is a frame of reference and an instrument to prioritize and focus other initiatives and projects in the field of economic development through the management of protected areas, their buffer zones, and connections.
3. 3That the creation of the Mesoamerican Biological Corridor comprises the Central American System of Protected Areas (SICAP), its buffer zones, multiple-use areas, and interconnections; as areas of conservation and sustainable use of natural resources and productive restoration of the landscape, in an integrated and planned manner, and that it would be implemented among government entities, local authorities, grassroots organizations, the business sector, and the Central American community in general.
4. 4That the initiative falls within the fulfillment of the environmental commitments of the Central American Alliance for Sustainable Development, the Central American Biodiversity Convention, the Biodiversity Convention, and those undertaken by the region within the framework of the Hemispheric Summits (Miami-Bolivia), where the importance of establishing the Mesoamerican Biological Corridor in the region was highlighted.
5. 5That the Mesoamerican Biological Corridor is understood as a land-use planning (ordenamiento territorial) system composed of natural areas under special management regimes, core zones, buffer zones, multiple-use zones, and interconnection areas, organized and consolidated, which provides a set of environmental goods and services to Central American and global society, providing spaces for social consensus-building to promote investment in the conservation and sustainable use of natural resources, with the aim of contributing to improving the quality of life of the region's inhabitants.
6. 6That the "Program for Consolidation of the Mesoamerican Biological Corridor" initiative will have developed and consolidated a strategic action plan for the long-term consolidation of the Mesoamerican Biological Corridor, both at the regional level and at the level of each of the countries in the region, by the end of the sixth year.
7. 7That as part of the results of the Strategic Plan of the "Program for Consolidation of the Mesoamerican Biological Corridor" initiative, the approval of a Strategic and Implementation Plan by the Governments was projected, as well as the adoption of an institutional framework for Corridor management in each Ministry of the Environment, the preparation of a proposal for a National Program of Biological Corridors, and its creation by executive decree.

8º—Within the sustainability objectives of the "Mesoamerican Biological Corridor Initiative," it was established that government authorities should include in their budgets a line item oriented toward the Corridor starting in the year 2005. Therefore,

Crea Programa Nacional de Corredores Biológicos Nº 33106 EL PRESIDENTE DE LA REPÚBLICA Y EL MINISTRO DEL AMBIENTE Y ENERGÍA En ejercicio de las facultades que les confieren los incisos 3) y 18) del artículo 140 y 146 de la Constitución Política, el artículo 27 de la Ley General de la Administración Pública, Ley Nº 6227, del 02 de mayo de 1978; y

1. 1Que en el Marco de la XIX Reunión Cumbre de los Presidentes Centroamericanos, celebrada en la ciudad de Panamá los días 11 y 12 de julio de 1997, estos firmaron el documento denominado "Creación de la iniciativa del Corredor Biológico Mesoamericano: Concepto, Compromisos y Orientaciones Generales, CCAD-CCAP".
2. 2Que los Presidentes Centroamericanos manifestaron la voluntad política para cumplir con las estrategias de conservación descritas en dicha Cumbre y reconocieron que el Corredor Biológico Mesoamericano es un marco de referencia y un instrumento para priorizar y enfocar otras iniciativas y proyectos en el campo del desarrollo económico a través del manejo de áreas protegidas, sus zonas de amortiguamiento y conexiones.
3. 3Que la creación del Corredor Biológico Mesoamericano comprende el Sistema Centroamericano de Áreas Protegidas (SICAP), sus zonas de amortiguamiento, áreas de usos múltiples e interconexiones; como áreas de conservación y uso sostenible de recursos naturales y restauración productiva del paisaje, de forma integrada y planificada y que sería implementado entre las instancias de gobierno, las autoridades locales, organizaciones de base, sector empresarial y la comunidad centroamericana en general.
4. 4Que la iniciativa se enmarca dentro del cumplimiento de los compromisos ambientales de la Alianza Centroamericana para el Desarrollo Sostenible, el Convenio Centroamericano de Biodiversidad, la Convención de Biodiversidad, y los adquiridos por la región en el marco de las Cumbres Hemisféricas (Miami-Bolivia), donde se destacó la importancia del establecimiento en la región del Corredor Biológico Mesoamericano.
5. 5Que el Corredor Biológico Mesoamericano, se entiende como un sistema de ordenamiento territorial compuesto de áreas naturales bajo regímenes de administración especial, zonas núcleo, de amortiguamiento, de usos múltiples y áreas de interconexión, organizado y consolidado que brinda un conjunto de bienes y servicios ambientales a la sociedad centroamericana y mundial, proporcionando los espacios de concertación social para promover la inversión en la conservación y uso sostenible de los recursos naturales, con el fin de contribuir a mejorar la calidad de vida de los habitantes de la región.
6. 6Que la iniciativa del "Programa Consolidación del Corredor Biológico Mesoamericano" habrá desarrollado y consolidado un plan de acción estratégico para la consolidación a largo plazo del Corredor Biológico Mesoamericano, tanto a nivel regional como a nivel de cada uno de los países de la región, al final del sexto año.
7. 7Que como parte de los resultados del Plan Estratégico de la Iniciativa "Programa Consolidación del Corredor Biológico Mesoamericano" se proyectó la aprobación de un Plan Estratégico y de implementación, por parte de los Gobiernos, así como la adopción de un marco institucional de gestión del Corredor en cada Ministerio del Ambiente, la elaboración de una propuesta de Programa Nacional de Corredor Biológico y creación del mismo mediante decreto ejecutivo.

8º—Dentro de los objetivos de sostenibilidad de la "Iniciativa Corredor Biológico Mesoamericano" se estableció que las autoridades gubernamentales deberían incluir en sus presupuestos, un renglón orientado al Corredor a partir del año 2005. Por tanto,
